Ready to fight and complete all assigned missions

PANO - In the current period, when the whole country is implementing the policy of reorganizing and streamlining the administrative apparatus, eliminating the district level and merging the commune-level units, ensuring stability for local armed forces is now an urgent requirement. With the spirit of “always ready to fight and complete the mission in any situation,” personnel of the grassroots-level armed forces continue to maintain their positions, fulfilling their responsibilities with the courage of soldiers.

Currently, the Military Command of Điện Biên Phủ city plays an important role in advising and directing local defense and military affairs, as well as directly commanding armed forces in the area. When the policy of reorganization and streamlining the administrative apparatus, eliminating the district level in the administrative system was announced, the Military Command of the city promoted propaganda and raised awareness among staff, soldiers, and armed forces.

The militia force continues to confidently carry out military and national defense tasks at the grassroots level.

Colonel Lê Anh Đại, Commander of the Military Command of Điện Biên Phủ city, affirmed: “The decision to eliminate the district level is an important step in streamlining the administrative apparatus to improve state management efficiency, bring the government closer to the people, and serve the people's interests. Despite the changes in administrative organization, regardless of the transfer of tasks from one place to another, the spirit of responsibility and will of each officer and soldier of the armed forces remains unchanged. To ensure the officers are at ease in carrying out their tasks, we have strengthened propaganda and briefings, promptly addressing their thoughts, so they understand the policies of the Party, the State, and the directives from the Ministry of National Defense. Besides reiterating resolutions and guidelines from higher levels, the unit also publicly implements policies related to downsizing, retirement regulations. Those who wish to retire early may do so, while others will continue their regular work. As a result, all troops in the unit have stable minds and are not swayed by the restructuring and changes in the administrative apparatus.”

Additionally, flexibility in arranging and using personnel according to capacity and aspirations has been a key factor in maintaining internal stability during the transition. For part-time officials in the Military Command at the commune level, most of whom are militia forces, the dissolution or merger of administrative communes will lead to changes in the local military structure. Colonel Lê Anh Đại emphasized: “In the case of the dissolution of commune military commands, capable and qualified officers will be absorbed into the new units and become part of the newly established Military Command.”

The Military Command of Điện Biên district holds meetings and briefings to understand the thoughts of troops in the unit.

Currently, Điện Biên Phủ city has 12 wards and communes, and after the restructuring, only four administrative units will remain. This requires a fair, transparent selection and arrangement process for officials based on their qualifications and expertise. Colonel Lê Anh Đại stated: “We will select officers who have the necessary qualifications, competence, and university degrees to stay on duty. Those whose qualifications do not meet the requirements will be reassigned according to regulations.”

In Điện Biên district, to maintain morale for the officers and soldiers, the district’s Military Command frequently organizes meetings and briefings to understand their thoughts, train them, maintain combat readiness, and implement defense and civil defense tasks in the locality.

Colonel Đỗ Tuấn Việt, Commander of the Military Command of Điện Biên district, said: “Through the meetings and briefings, we do ideological work to ensure the officers are at ease with their duties. We are determined to maintain security, political stability, social order, and perform well before following the arrangements from higher authorities. In the current situation, every hour and minute matters, and the armed forces will continue to carry out their assigned tasks. This is not just a military order but a commitment of soldiers to the Party and the people, no matter the circumstances.”

The Military Command of Điện Biên district disseminates all instructions, resolutions, and directives from the Party, Ministry of National Defense, and local authorities to each officer and soldier at the grassroots level.

The grassroots-level military organizations not only continue to perform training and combat readiness tasks but also proactively cooperate with other forces to monitor political security, social order, and advise local governments on civil defense measures in the new administrative structure. Therefore, disseminating the directives, resolutions, and instructions from the Party, Ministry of National Defense, and local authorities to each officer and soldier is the best way to ensure they are at ease with their work. The removal of the district level and merging of communes is a major step in the process of administrative reform to enhance the efficiency and effectiveness of the political system. To ensure a smooth transition and maintain political, national defense, and security stability, it is essential that all levels of the Party, local governments, and grassroots military units collaborate effectively.

Amid the implementation of the policy to reorganize and streamline the administrative apparatus, eliminate the district level, and merge several commune-level units, the armed forces in Điện Biên province face many challenges. However, with a high sense of responsibility, the armed forces have proactively adapted and continue to fulfill their assigned tasks, contributing to maintaining political security, social order, and safety in the area. With the tradition of “Our military is loyal to the Party, filial to the people, willing to fight and sacrifice for the Fatherland’s independence and freedom and for socialism,” the local armed forces are working every day to overcome difficulties. Even as the organization changes and the structure become more streamlined, the bravery, loyalty, and responsibility of troops remain the strong foundation for the people in all circumstances.
