Nationwide Briefing on Revolutionary Ethics Standards and Party Congresses for Nearly 1.3 Million Party Members

ĐBP - On the morning of 9th July, the Politburo and the Secretariat of the Central Committee of the Communist Party of Vietnam organised a nationwide conference to disseminate Regulation No. 144-QĐ/TW on revolutionary ethics standards for cadres and party members in the new period, and Directive No. 35-CT/TW on Party Congresses at all levels leading up to the 14th National Congress of the Party. The conference was conducted both in-person and online, with 15,644 venues across the country and nearly 1.3 million cadres and party members participating.

The Standing Committee of the Provincial Party Committee, the People's Council, the People's Committee, and leaders of various departments, boards, and sectors of Điện Biên province attended the conference at the online meeting point.

Attending the conference were President Tô Lâm, former President Trương Tấn Sang, Prime Minister Phạm Minh Chính, Chairman of the National Assembly Trần Thanh Mẫn, Standing Member of the Secretariat Lương Cường, along with members of the Politburo, the Secretariat, and the Central Committee of the Party.

Attendees at the Điện Biên Province online venue included: Trần Quốc Cường, Member of the Party Central Committee, Provincial Party Secretary; Mùa A Sơn, Deputy Secretary of the Provincial Party Committee; Lê Thành Đô, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; Lò Văn Phương, Member of the Provincial Party Standing Committee, Chairman of the Provincial People's Council; along with former provincial leaders, the Provincial Party Standing Committee, leaders of the Provincial People's Council, Provincial People's Committee, and various provincial departments and agencies. The province had 137 online venues to absorb the Regulation and Directive.

During the programme, delegates watched the documentary "Revolutionary Ethics as the Root and Foundation of a Revolutionary," and were briefed on the content of Regulation No. 144-QĐ/TW and the implementation guidelines. Specifically, the Politburo outlined five principles in the revolutionary ethics standards for cadres and party members in the new period: patriotism, respect for the people, absolute loyalty to the Party and the Nation; courage, innovation, creativity, and integration; diligence, thrift, integrity, impartiality, and selflessness; solidarity, discipline, compassion, and responsibility; exemplary behaviour, humility, continuous self-improvement, and lifelong learning.

Directive No. 35-CT/TW was also clearly communicated to the delegates. This critical document provides clear guidelines, principles, objectives, requirements, and fundamental preparations for Party Congresses at all levels, ensuring that party committees and organisations understand, lead, direct, and implement the directive effectively at their respective levels, maintaining consistency and unity throughout the political system.

Regarding these two important documents, Lương Cường, Politburo Member and Standing Member of the Secretariat, emphasised that the issuance of Regulation No. 144-QĐ/TW is just the initial success. The crucial point is that all cadres and party members must thoroughly understand, deeply internalise, and regularly practice these ethical standards, making revolutionary ethics a distinctive feature of cadres and party members, and a sharp weapon to overcome all challenges and temptations, pushing back the risk of degradation, self-evolution, and self-transformation. Implementing Regulation No. 144-QĐ/TW requires focusing on five key issues: understanding and effectively implementing the regulation from grassroots party cells and committees, especially the heads of party committees and government levels in the political system, emphasising the role and responsibility of setting an example, strengthening inspection, supervision, and Party discipline enforcement. Each cadre and party member must consciously study, cultivate, train, self-reflect, and self-correct according to the ethical standards, demonstrating bravery, innovation, and fulfilling their responsibilities to the Party and the people. Media agencies must strictly adhere to their assigned purposes and tasks, continue to promote information dissemination so that the people clearly understand the Party's political determination in building and rectifying the Party and the political system, and in the fight against corruption and negativity.

Delegates participated at the Điện Biên Provincial Party Committee for Agencies and Enterprises virtually.

With Directive No. 35-CT/TW, Cường instructed party committees and organisations to firmly grasp the seven requirements and six contents of the directive, and to deeply internalise the guidance of General Secretary Nguyễn Phú Trọng. Recognising the extremely important nature of this task, they must focus on leadership and direction to implement the directive effectively, ensuring that cadres and party members understand, correctly grasp, and strictly adhere to Directive No. 35, maintaining consistency and unity from the Central Committee to the grassroots. Leaders must prepare well for draft documents to be presented at the congress, organise thorough discussions, and gather contributions to the draft documents at their respective levels and above. Personnel work and the election of party committees must be carefully studied and strictly implemented according to the directive and its annexes, ensuring the comprehensive and direct leadership of the party committee, upholding the responsibility of the head, adhering to principles and procedures, promoting democracy, and selecting the right people based on standards and conditions. Cường assigned the Central Organising Committee to coordinate with relevant agencies to urgently issue guidelines for the preparation and organisation of party congresses at all levels based on Directive No. 35.
