Thanks to a synchronized implementation of solutions, especially Resolution No.02 issued by the Party Executive Committee of former Điện Biên Đông district (Term VI, 2020-2025), by the end of June 2025, just before the district-level government was dissolved, the local authorities successfully brought national grid electricity to all 198/198 villages, benefiting more than 14,600 households. This achievement provides a solid foundation for the newly established communes to operate effectively and efficiently, and to prepare for upcoming party congresses at all levels.
Established in 2000, Phì Cao village in Phình Giàng commune has 60 households, mainly of the Mông ethnic group, with over 70% living in poverty. With no access to electricity or concrete roads, life in Phì Cao had been extremely difficult. Under the Rural Electrification Project of the National Target Program on Socio-economic Development for Ethnic Minority and Mountainous Areas (2021-2025), a power line and transformer station project worth VND 6.7 billion was invested to supply electricity to Phì Cao. On June 11, electricity was successfully switched on, making Phì Cao the last village in the former Điện Biên Đông district to be connected to the national grid.
For years, the people of Tồng Sớ village in Phình Giàng commune had lived without access to the national power grid. Most households used oil lamps for lighting, while a few who could afford it relied on small water-powered generators placed in nearby streams, insufficient for daily needs. At the end of 2023, joy came to the 36 households in Tồng Sớ when the national electricity grid reached the village, significantly improving living conditions and agricultural productivity.

Just five years ago, the former Điện Biên Đông district still had 37 villages without electricity, affecting more than 2,600 households. This was a major obstacle to local socio-economic development. As a response, the Executive Board of the district’s Party Committee issued Resolution No.02 with a clear goal: by 2025, every village must be connected to the national grid.
Closely adhering to the goals and tasks set out in Resolution No.02, the district developed a detailed roadmap and assigned responsibilities to various departments. Technical agencies and commune authorities reviewed and listed unelectrified villages, prepared annual implementation plans, and prioritized investment based on accessibility and population density. Communal authorities helped prepare construction sites and encouraged local residents to donate land. The district also collaborated with provincial departments to resolve difficulties during project implementation.
The first challenge in eliminating unelectrified villages was funding. In addition to national and provincial programs, the district actively mobilized support from organizations and individuals. It also reallocated public investment funds from underperforming projects to electrification. Over five years, the total funding for Resolution No.02 implementation reached VND 174 billion, including: VND 24 billion from provincial rural electrification programs; nearly VND 100 billion from the district’s public investment plan; and a special VND 50 billion grant from Hồ Chí Minh City in late 2023, secured through the advocacy of the provincial Party Committee, People’s Council, and People’s Committee.
Thanks to effective funding allocation and cross-regional support, by the end of June 2025, all 198 villages had access to the national grid, with 14,693 out of 14,750 households (99.6%) now using electricity. Compared to the beginning of the term, this is an increase of 37 villages and 3,185 households.
Lighting up the villages means lighting up the future. This success reflects a sound policy and the unity of the Party, government, and people. It not only empowers the new communes to function effectively, but also lays crucial groundwork for the upcoming Party congresses at all levels.
