Reshaping Điện Biên Phủ into a modern, civilized ward

ĐBP - Điện Biên Phủ ward, Điện Biên province, was established under Resolution No.1661/NQ-UBTVQH15 of the National Assembly Standing Committee, through the merger of five former wards (Him Lam, Tân Thanh, Mường Thanh, Thanh Bình, Thanh Trường) and Thanh Minh commune of the former Điện Biên Phủ city. Immediately after transitioning to the two-tier local government model, the ward’s Party Committee successfully held its first Congress, setting a clear goal of building a modern, civilized urban area.

Nguyễn Quang Hưng, Secretary of the Điện Biên Phủ ward Party Committee, said: “As the economic, cultural, and political center of the province, Điện Biên Phủ ward also has strong potential in tourism, trade, and services. Highlights include the Điện Biên Phủ battlefield relic complex, the Điện Biên Phủ victory museum, Điện Biên airport, and a number of major projects that have been put into operation, all of which are driving local socio-economic development.”

The restructuring of commune-level administrative units has helped streamline the apparatus, improve efficiency, and create opportunities to unlock local potential while accelerating the application of science and technology, private sector growth, digital transformation, and administrative reform. With this in mind, the ward places high priority on mobilizing investment resources and leveraging internal strengths to move toward building a modern and civilized city.

To create a clean, green, and welcoming environment for both residents and visitors, former wards and communes in the area have focused on improving urban order, traffic safety, and environmental sanitation, with clear accountability for local leaders. Coordinated campaigns have been launched to raise awareness, enforce regulations, and remove illegal billboards, signs, and awnings encroaching on sidewalks and roadways. Residents have been encouraged to sign and adhere to commitments on urban order.

Nguyễn Thế Lượng, head of Residential Group 2 in Thanh Bình, Điện Biên Phủ ward, noted: “Environmental sanitation has been a major focus, with regular announcements over loudspeakers, encouragement for households to sort waste, and strict compliance with waste collection schedules. Around major events and festivals, residents are mobilized to clean streets, plant trees, and improve the landscape. These actions have transformed the environment into one that is cleaner, greener, and steadily more modern.”

Across 76 residential groups and villages, residents are also being encouraged to adopt more civilized practices in weddings, funerals, and festivals. Local authorities are promoting model ceremonies, incorporating these standards into annual recognition of “cultural families” and “cultural neighborhoods.”

A defining element of modern urban development is infrastructure. In recent years, the ward has worked closely with relevant agencies to draft, review, and adjust master plans, accelerating detailed and zoning plans to better manage land use, space, and investment.

Major investors such as Vingroup, Sun Group, VCN Investment JSC, Mường Thanh Group, NQT Quảng Ninh Trading and Construction JSC, along with several domestic and international firms, have studied, proposed, and begun investment in the area. Currently, seven urban infrastructure projects funded through investment attraction are underway.

To support investors and boost urban development, Party Secretary Nguyễn Quang Hưng emphasized that the ward has managed land administration well, particularly in resolving issues related to land acquisition, compensation, support, and resettlement. This has helped accelerate socio-economic development projects. So far, compensation and site clearance have been completed for 26 projects, many of which focus on transport, urban upgrades, and regional connectivity, creating breakthroughs in urban expansion and investment attraction.

At the same time, the ward is investing in digital infrastructure, building e-government, and promoting digital transformation in line with national project 06. Free wifi has been installed at several central locations, while citizen feedback is being received and addressed promptly through the Intelligent Operations Center (IOC).

With clear strategies, effective implementation, and the active participation of officials, Party members, and local residents, Điện Biên Phủ ward is set to continue its transformation, building a distinctive identity while becoming an increasingly prosperous, civilized, and modern urban center of the province.
