Tapping into agricultural strengths in Điện Biên province

ĐBP - In recent years, Điện Biên province has introduced and implemented a series of policies to unlock its agricultural potential. As a result, specialized farming zones producing high-value crops and livestock have emerged, making agriculture a reliable pillar of the local economy.

Recognizing agriculture and forestry as strategic priorities, the provincial Party Committee issued Resolution No.09-NQ/TU on July 29, 2021, on agricultural and forestry development linked to new rural construction for the 2021-2025 period. Following that, the provincial People’s Committee rolled out action plans, while local administrations and agencies translated them into resolutions and programs. Public agencies integrated these goals into their annual tasks to ensure effective execution.

Điện Biên’s agricultural sector has since been restructured to focus on key products with higher productivity, quality, and efficiency. The province has promoted technology adoption, expanded investment, and developed concentrated farming areas along with processing facilities for major crops such as rice, tea, coffee, macadamia, and rubber.

By 2025, the total area under rubber, coffee, and tea is expected to reach 11.200,96 hectares, an increase of 2.244,46 hectares compared to the beginning of the term. Coffee production is projected at 23,280 tons, or 172,43% of the plan, while rubber output will reach 26,750 tons, meeting 99,11% of the target. Macadamia plantations have expanded to 10.632,24 hectares. More than 200 farmer-cooperative-business linkage projects have been approved, and several local products such as Tủa Chùa tea and Mường Ảng coffee have gained brand recognition and geographical indications.

Food security has been safeguarded, with grain output hitting 289,100 tons, surpassing the target by 3.25%. Livestock herds grew by an average of 2.6% per year, while forest coverage reached 45.5%, meeting the resolution’s goals. National target program funding has been effectively channeled into production chains, generating jobs and raising rural incomes.

Tuần Giáo is the gateway commune of the province, well connected by transport links to neighboring provinces and endowed with strong potential for agricultural development. Since the implementation of the two-tier local government model, Tuần Giáo has continued to carry out agricultural restructuring effectively. The commune Party Committee has focused on leadership, mobilizing the strength of the entire political system, and promoting communication to build consensus among local people on crop restructuring and production innovation. From sloping, low-yield land previously used for short-term crops such as upland rice and cassava, farmers have boldly shifted to high-value crops including macadamia, coffee, and various fruit trees.

Thanks to strong political will and synchronized measures, Tuần Giáo’s agricultural structure has been realigned in the right direction. The area under key crops has expanded significantly, with 2,396.3 hectares of macadamia (nearly one-third of the former Tuần Giáo district’s total), 609.02 hectares of coffee, and 67.4 hectares of fruit trees. High-yield, high-quality rice and maize varieties have been introduced, raising the value of agricultural products, ensuring food security, reducing poverty, and driving socio-economic growth. The commune has also promoted the transition from household-based farming to cooperative groups and agricultural cooperatives linked to product consumption, thereby increasing revenue, profit, and incomes for workers. Cooperatives are supported in accessing resources, enhancing competitiveness, and expanding markets.

Mường Ảng has also carried out agricultural restructuring effectively. The restructuring program has focused on adding value and sustainable development, with coffee as the centerpiece. The commune maintains and develops 1,662 hectares of coffee, generating over VND 260 billion in annual revenue. Fresh coffee output averages more than 16,500 tons per year, and by 2025, parchment coffee output is expected to exceed 3,300 tons. The commune has also developed several concentrated fruit-growing models under value chains, with a total area of 125 hectares, producing 450 tons annually and generating over VND 5 billion in revenue. Product promotion and branding have been strengthened, and the “One Commune, One Product” (OCOP) program has achieved notable results, with 18 recognized products. Remarkably, many OCOP coffee products from Mường Ảng are now available in shops, supermarkets, and tourist destinations both domestically and internationally, reinforcing the local coffee brand in the market.

Thanks to appropriate policies and effective implementation, agriculture in Điện Biên has become a solid foundation for the local economy. For the 2021-2025 period, the agriculture, forestry, and fisheries sector accounts for 13.65% of the province’s gross regional product.

Lê Xuân Cảnh, Director of the Department of Agriculture and Environment, said: “Grounded in reality, the sector has clearly identified its key tasks to meet the targets for 2025 and the 2021-2025 plan. In the final six months of the year, the focus will be on strict supervision of crop and livestock disease prevention to ensure productivity and output for major year-end harvests such as wet-season rice, macadamia, and livestock. This will be a crucial driver of overall provincial growth and contribute to achieving the goal of sustainable agricultural development.”
