A recent case exemplifies the severity of the issue: 31 defendants involved in a high-tech transnational fraud ring operating in the Golden Triangle Special Economic Zone (Bokeo province, Laos) were convicted by the Điện Biên provincial People’s Court after a three-day trial (June 3-5, 2025). Key defendants, including Vũ Thị Khánh Huyền, Nguyễn Như Phương, and Nguyễn Đức Nam, received prison sentences of 14 years and 6 months, while 23 others received between 2-13 years, and 5 were handed suspended sentences.

Earlier, on January 25, 2025, Điện Biên police, working with the Criminal Police Departments, Cybersecurity and High-Tech Crime Divisions of the Ministries of Public Security of Vietnam and Laos, successfully cracked Operation 923P, arresting the 31 suspects and seizing crucial evidence.
Modus operandi: The perpetrators used fake Facebook accounts to befriend and gain the trust of victims, often under the guise of romantic relationships, before luring them into investing on fraudulent online trading platforms such as ETC, LTC, LEMON, CPAYPRO, ASIA SHOPPING, and FXCM. These platforms displayed artificially inflated balances to convince victims of potential profits. When victims attempted to withdraw their money, they were asked to pay additional “fees”, such as for anti-money laundering, currency conversion, or account verification. Once victims could no longer pay, the perpetrators disappeared, stealing all funds. In total, 25 victims were scammed out of more than VND 5 billion.

These schemes often prey on gullible individuals. On May 9, 2025, staff at Agribank’s Tủa Chùa district branch detected and stopped an ongoing scam. Ms. H.A.T., a resident of Sín Chải commune, was targeted by a caller claiming she had won a valuable prize. The scammer convinced her to make multiple transfers under the guise of processing fees. T. had already transferred VND 46 million in four transactions and was about to send another VND 15.5 million when a vigilant bank teller noticed irregularities and alerted the police. Following intervention and counseling, T. ceased all further transactions, avoiding further loss.
Common tactics persist, including phishing links, impersonation of officials, and fake customer service contacts. The provincial Office of Cybersecurity and High-Tech Crime Prevention recorded 16 cases of online fraud in the first half of 2025 alone.

Captain Nguyễn Tuấn Anh from the provincial Office of Cybersecurity and High-Tech Crime Prevention explained that cybercriminals often impersonate government agencies, banks, or acquaintances, sending fake links to harvest personal data, OTP codes, or to install spyware. Some victims even had their phones remotely controlled, allowing criminals to drain bank accounts in minutes.
As digitalization accelerates, so too does cybercrime. In response, Điện Biên authorities are intensifying both law enforcement and community education efforts. Proactive and widespread information campaigns have become a “soft shield,” especially targeting rural communities, students, and vulnerable groups.
Three key communication channels have proven effective: mass media, public loudspeaker systems, and social media platforms.

To enhance effectiveness, real-life fraud cases are used to illustrate dangers and train citizens on prevention, such as recognizing fake bank accounts, social media impersonation, and avoiding malware. The public is also informed about relevant laws and what to do if they fall victim.
Despite these efforts, authorities stress the critical role of public awareness. Citizens are urged to: Stay updated on scam tactics and alerts; be cautious with unfamiliar calls, especially from supposed officials or prize announcements; never share personal or banking details without verifying the recipient; double-check information before making online transactions; immediately report suspected cybercrimes to the nearest police authority.
Cybercrime is evolving, but with vigilance, public education, and proactive enforcement, Điện Biên aims to stay one step ahead.
