To raise the number of Party member village heads, the Nậm Pồ district’s Party Committee has introduced various measures to address existing challenges and limitations in grassroots Party organization development. A key focus is on directing and implementing annual plans to steadily increase this ratio. The district committee has instructed local Party units to establish clear roadmaps for evaluating and replacing underperforming village heads who lack leadership, social cohesion capacity, or public trust- without waiting for the end of their term.
For village heads who are not yet Party members but are young, qualified, and respected within their communities, there are specific plans for mentorship and support to prepare them for Party admission. Local Party and government leaders are also tasked with preparing personnel, nominating qualified and respected Party members to run for village head positions. These efforts are reinforced by public information campaigns conducted before, during, and after elections to encourage citizen engagement and enhance community responsibility in the electoral process.
Additionally, Party officials assigned to oversee specific grassroots areas are directly responsible for leading and supervising activities. They regularly attend local Party cell meetings to stay updated and are held accountable by higher-level Party committees for the quality of grassroots operations, Party development, and organizational growth in their designated areas.

The process of admitting new Party members and officially recognizing full members must strictly follow eligibility standards, procedures, and regulations. Concrete plans and actions are being implemented to raise the quality of Party member recruitment, shifting focus away from quantity-driven goals and ensuring membership standards are not compromised. In 2024, the Nậm Pồ district’s Party Committee admitted 233 new Party members (101.3% of the annual target), including 3 village heads- raising the total number of village heads who are Party members to 58, accounting for 47.9%.
“I am very proud to be a member of the Party”, shared Lèng Văn Tình, Party member and Head of Nậm Củng hamlet, Chà Tở commune. “Before becoming a member, I had to meet with the cell secretary after each meeting to be briefed on the resolutions. Now that I can directly participate in discussions and resolutions at meetings, it makes implementing tasks in the village much more efficient”.
Currently, in Chà Nưa commune, 4 out of 6 village heads are Party members. Khoàng Văn Van, Secretary of the local Party cell, affirmed: “When village heads take part in drafting Party cell resolutions, the content is much more grounded in reality. They also gain a better grasp of the resolutions, making implementation smoother and building trust and positive outcomes within the community”.
Vi Thị Tuyết Minh, Deputy Head of the Organization Commission of the Nậm Pồ district’s Party Committee, emphasized that village heads play a crucial role in grassroots governance. “They are the ones directly receiving, communicating, and organizing the implementation of directives from Party committees and government bodies. As we push forward the policy of increasing Party membership among village heads, we’ve seen that most localities have tailored suitable solutions based on their unique circumstances, which has led to stronger grassroots leadership. Especially when the village head is a Party member, the process from Party cell resolution to community action becomes more streamlined and better coordinated”.
This reality demonstrates that having Party-member village heads is vital for effective implementation of tasks at the grassroots level. It strengthens public trust in the Party’s leadership, aligns community sentiment with Party direction, and contributes to a robust political system and socio-economic development across localities.
