ĐBP - Continuing his working program in Điện Biên province, on March 19, Senior Lieutenant General Trần Quang Phương, Member of the Party Central Committee, Vice Chairman of the National Assembly (NA), along with a working delegation, held a meeting with Mường Nhé district to review the implementation of the provincial Party Congress’s resolution, socio-economic development situation in connection with national defense, security, foreign affairs, and the administrative restructuring and streamlining of the district’s apparatus.

Attending the meeting on behalf of Điện Biên province were Lò Văn Phương, Member of the Standing Board of the provincial Party Committee, Chairman of the provincial People’s Council; Phạm Đức Toàn, Member of the Standing Board of the provincial Party Committee, Permanent Vice Chairman of the provincial People’s Committee; along with leaders of several provincial departments and agencies.

By the end of 2025, the total production value of Mường Nhé district is estimated to reach VND 2.068 trillion. The economic structure is shifting positively, with an increasing proportion of industry-construction and trade-services, while the share of agriculture-forestry-fisheries is gradually decreasing. Specifically, agriculture-forestry-fisheries account for 29.3% (down 3.15%), exceeding the set target; industry-construction accounts for 32.23%, meeting the plan; and services account for 38.47% (up 5.09%), surpassing the target.

The district has focused on social and cultural sectors, achieving comprehensive results and surpassing targets set by resolutions of the province’s and district’s Party Congresses. The multidimensional poverty rate is expected to drop to 35.76% by the end of 2025, with an average annual reduction of 4.5%, exceeding the target by 0.5% per year. The project to support the construction of solidarity houses for poor households has been effectively implemented, completing 511 out of 511 houses. Border security and sovereignty are firmly maintained, while national defense, political security, and social order are ensured. Security along the Vietnam-Laos and Vietnam-China shared borderlines remains stable, and friendly cooperative relations with bordering districts continue to be strengthened and developed.

Regarding administrative restructuring and streamlining, by March 2025, Mường Nhé district had completed the process, reducing the number of specialized agencies under the district People’s Committee from 13 to 10. The district has focused on reviewing, meeting, and discussing with officials and civil servants to guide the necessary paperwork and promptly resolve policies for those retiring under restructuring and merger regulations. To date, five civil servants have retired under Decree No.178/2024/NĐ-CP.

During the meeting, members of the working delegation requested Mường Nhé district to provide additional information on several issues, including solutions to enhance friendly cooperation with border districts along the Vietnam-China and Vietnam-Laos shared borderlines; results in addressing free migration issues; solutions to ensure the student - teacher ratio and the reinforcement of school infrastructure; the 2025 program to eliminate temporary and dilapidated houses; epidemic prevention and control efforts in the area; border security; ethnic security; and drug prevention measures. The delegation also showed interest in the implementation of National Target Programs (NTPs), emphasizing the need to continue policies that have proven effective while adjusting and supplementing those that have not. Additionally, they discussed the financial resources required for these programs.

NA Vice Chairman Trần Quang Phương acknowledged and commended Mường Nhé district’s achievements in socio-economic development in conjunction with ensuring national defense, security, foreign affairs, and administrative restructuring. He urged the district to align its development strategies with the Party’s guidelines and State’s policies and laws, adopting a new approach focused on rapid and sustainable growth. He emphasized the need to establish a new growth model based on strengths such as border trade, tourism, and forestry, with the private sector serving as the primary driving force. He also stressed the importance of improving people's living standards through the effective implementation of NTPs. Mường Nhé must integrate socio-economic development with national defense, security, and foreign affairs. He called on the armed forces to be proactive and actively coordinate in ensuring national defense and security, following the principle: “Be proactive early and from afar, maintain a firm grasp of the situation, share information, align assessments, provide accurate and timely advice, and handle issues effectively”.

On this occasion, NA Vice Chairman Trần Quang Phương presented 200 gifts, worth a total of VND 200 million, to policy beneficiary families in Mường Nhé district.

Earlier, the NA Vice Chairman and his entourage offered incense at the Trần Văn Thọ Heroic Martyr Memorial Site (Leng Su Sìn commune); visited and presented gifts to two policy beneficiary families (Vàng Á Thoàn and Pờ Gia Tư, both residing in Pờ Nhù Khò hamlet, Sín Thầu commune); and visited the Sín Thầu commune Police, Leng Su Sìn Border Post, A Pa Chải Border Post; and visited the Party Committee, People’s Council, and People’s Committee of Sín Thầu commune. The delegation also visited and presented gifts to 10 village elderly, village heads, and prestigious people as well as 20 disadvantaged students in Sín Thầu commune, and five officers and soldiers of the A Pa Chải Border Post facing difficult circumstances.
