As part of the restructuring, the Điện Biên provincial Police Department has taken over five new tasks since March 1, including aviation security, cybersecurity, driver’s license issuance, and judicial record management. To ensure a smooth transition, the department has directed its units to assume their new responsibilities promptly.
At the Điện Biên airport, the provincial Police Department have deployed forces and prepared all necessary equipment to ensure security, safety, and passenger service. The immigration management officers have been working seamlessly with the authorities to carry out passenger information checks, baggage screening, and ensure airport security. As of now, all tasks are being carried out efficiently, accurately, and in compliance with regulations.
Regarding judicial record management, the provincial Police Department has worked with the Department of Justice to transfer tasks without disrupting services to citizens. The unit has also taken over the database, files, and procedures related to judicial record management from the provincial Department of Justice to ensure stability.

The provincial Department of Transport has merged with the provincial Department of Construction, now known as the provincial Department of Construction. After the merger, the department’s leadership has assigned tasks to personnel and implemented procedures for appointing leaders to various departments.
Bùi Văn Luyện, Director of the provincial Department of Construction, stated that preventing disruption of work has been the top priority during the restructuring process. The streamlining of units and organizations within the department has been carried out simultaneously, ensuring that specialized departments continue to function without significant disruptions.
With the spirit of “doing things on the go”, district-level authorities have also merged specialized departments. After the merger, these departments have performed their duties correctly, upholding the pioneering spirit of civil servants and party members.
Nguyễn Phùng Thông, Deputy Head of the Agriculture and Environment Sub-department of Mường Ảng district, shared that the restructuring process has inevitably raised concerns among some civil servants. However, by doing good ideological work, officials have regained their spirit and stabilized their mindset. Currently, all officials in the new apparatus are enthusiastic and focused on performing their duties.
To ensure a seamless merger of specialized agencies, the provincial Department of Home Affairs has advised the provincial People’s Committee to direct agencies and units to review, consolidate, and transfer tasks, files, and personnel to the new agencies, preventing disruptions and losses. So far, most units have resumed normal operations after restructuring.
Nguyễn Tiến Đạt, Director of the provincial Department of Home Affairs, noted that in accordance with the directives from the Party Central Committee, the Government and the province, the restructuring and streamlining of the provincial apparatus has been carried out decisively. District-level authorities have proactively merged departments without waiting for the province’s merger plan. The province has also implemented its plan without waiting for the central government’s merger plan. It can be affirmed that the restructuring of the apparatus in line with the spirit of Resolution 18 has been implemented comprehensively in Điện Biên province, ensuring progress and, most importantly, without disrupting professional activities or affecting the people and businesses.
