Dissemination - the “key” to building consensus

ĐBP - The task of reorganizing and streamlining the political system’s organizational apparatus and abolishing the district level to establish a two-tier local government is a critical political mission.

However, it faces numerous challenges, especially as it directly affects the cadre and civil servant workforce and impacts social life. To ensure consensus and avoid disruption, Điện Biên Province has identified that dissemination must come first, laying a foundation of awareness and unity throughout the political system and among the people.

Integrating grassroots-level visits, Chiềng Sinh commune cadres have disseminated the Party’s guidelines and State’s policy on apparatus restructuring to foster public understanding and consensus.

According to the Administrative Unit Arrangement Project of Điện Biên province, the new Chiềng Sinh commune, Tuần Giáo district will be established by merging the old Chiềng Sinh commune with Nà Sáy, Mường Thín, and Mường Khong communes. This merger means streamlining the apparatus and reducing the number of leadership and management positions. Some cadres may no longer hold their positions or must be reassigned, which can cause concerns and anxiety within the cadre and party member ranks. Therefore, the Party Committee and local authorities have intensified dissemination and mobilization efforts to create consensus and stabilize cadres’ mindset to successfully implement the merger policy.

Lò Văn Pánh, Chairman of the Chiềng Sinh commune People’s Committee, shared: “The commune currently has 19 civil servants. So far, three comrades have voluntarily taken early retirement to facilitate personnel arrangement. However, these changes have caused some fluctuations among cadres, including young officials. We have stepped up dissemination and mobilization to stabilize their mindset. For capable young cadres, the commune encourages them to stay confident, continue striving, and not be discouraged by the restructuring.”

To build strong consensus among the people, communes, wards, and townships throughout the province have vigorously disseminated, mobilized, and gathered public opinions on the administrative unit arrangement policy. The consultation process is conducted transparently and democratically, following legal regulations through serious meetings at village, hamlet, and residential group levels, under the leadership of village heads, coordinating with heads of the Fatherland Front Committees at all levels, and with full participation of commune officials and leaders to explain and unify public understanding and action.

According to Lường Văn Khánh, Head of Mển hamlet, Thanh Nưa commune (Điện Biên district), at the meetings, people were informed in detail about the goals, requirements, and benefits of the administrative unit merger. The people expressed absolute trust in the Party’s policy, supported the merger plan, and hoped for a streamlined, efficient apparatus that better serves social life and economic development.

Although only a small aspect, the reorganization and streamlining of the political apparatus also affect the psychology of students. Because the restructuring leads to many surplus cadres, students worry that downsizing will reduce job opportunities in the civil service sector after graduation. Some lower secondary students tend to choose different paths or even temporarily stop studying to work instead of pursuing a career as civil servants. To properly guide students, especially during the 2025-2026 grade 10 enrollment period, high schools in the province actively implement enrollment counseling combined with dissemination on the policy of streamlining the apparatus.

Trần Đăng Khoa, Principal of Thanh Chăn High School, said: “Our school has established enrollment counseling teams to visit lower secondary schools to advise and support students. Besides disseminating information and guiding exam procedures, the school also integrates dissemination to help students better understand the positive meaning of administrative restructuring - a necessary step to build an effective, modern administration without losing opportunities but opening new development paths for the young generation.”

Combined with enrollment counseling work, teachers at Thanh Chăn High School popularize to students about the administrative apparatus restructuring revolution.

Consensus among cadres is the foundation for the success of the streamlined organizational revolution and the merger of administrative units to build two-tier local governments. Many cadres in provincial departments and district levels directly affected have shown a high sense of responsibility in implementing the common policy.

Lò Trung Kiên, Deputy Head of the Mường Chà district’s Internal Affairs Sub-department, shared: “My colleagues and I understand that contributing is not about holding positions but about working where we are needed and matching our capacity. If the district level is abolished and I am assigned to work at the commune, I am willing to accept the task as long as I can continue serving the people.”

To ensure deep and genuine consensus, Điện Biên province has directed mass organizations and local media agencies to strengthen understanding of cadres’, party members’, and people’s sentiments and aspirations. This timely method guides public opinion, eases concerns, and gathers feedback for flexible, suitable policy adjustments. In merger areas, organizing meetings, dialogues, and collecting opinions from the people and cadres are done systematically, publicly, and transparently. Dissemination methods are diversified - from village meetings, party cell sessions, residential group meetings to using broadcasting systems, television, and social networks - to deliver timely and accurate information to the public.

Practical implementation shows that during the process of rearranging and streamlining the apparatus, dissemination and mobilization play an extremely important role. When people and cadres correctly and fully understand and are listened to, even big changes do not cause disruption. Conversely, if information is not synchronized and people access unverified rumors or social media, it easily leads to suspicion, passive resistance, or even opposition.

With strengthened dissemination efforts and cautious, transparent, and humane approaches, Điện Biên province demonstrates strong political determination combined with thorough ideological and personnel preparation. Above all, the consensus of cadres, party members, and the people is the “key” contributing to the success of the political system’s organizational streamlining and administrative unit merger revolution.
