According to the Administrative Unit Arrangement Project of Điện Biên province, the new Chiềng Sinh commune, Tuần Giáo district will be established by merging the old Chiềng Sinh commune with Nà Sáy, Mường Thín, and Mường Khong communes. This merger means streamlining the apparatus and reducing the number of leadership and management positions. Some cadres may no longer hold their positions or must be reassigned, which can cause concerns and anxiety within the cadre and party member ranks. Therefore, the Party Committee and local authorities have intensified dissemination and mobilization efforts to create consensus and stabilize cadres’ mindset to successfully implement the merger policy.
Lò Văn Pánh, Chairman of the Chiềng Sinh commune People’s Committee, shared: “The commune currently has 19 civil servants. So far, three comrades have voluntarily taken early retirement to facilitate personnel arrangement. However, these changes have caused some fluctuations among cadres, including young officials. We have stepped up dissemination and mobilization to stabilize their mindset. For capable young cadres, the commune encourages them to stay confident, continue striving, and not be discouraged by the restructuring.”

The people expressed absolute trust in the Party’s policy, supported the merger plan, and hoped for a streamlined, efficient apparatus that better serves social life and economic development.
Although only a small aspect, the reorganization and streamlining of the political apparatus also affect the psychology of students. Because the restructuring leads to many surplus cadres, students worry that downsizing will reduce job opportunities in the civil service sector after graduation. Some lower secondary students tend to choose different paths or even temporarily stop studying to work instead of pursuing a career as civil servants. To properly guide students, especially during the 2025-2026 grade 10 enrollment period, high schools in the province actively implement enrollment counseling combined with dissemination on the policy of streamlining the apparatus.
Trần Đăng Khoa, Principal of Thanh Chăn High School, said: “Our school has established enrollment counseling teams to visit lower secondary schools to advise and support students. Besides disseminating information and guiding exam procedures, the school also integrates dissemination to help students better understand the positive meaning of administrative restructuring - a necessary step to build an effective, modern administration without losing opportunities but opening new development paths for the young generation.”
