Preparation work has been thoughtfully arranged from personnel to facilities, ensuring the election is conducted publicly, transparently, democratically, equally, lawfully, safely, economically, and truly becomes a festival of the entire people.
Based on the guidance of the Central level, the Standing Board of the provincial Party Committee established the provincial Election Steering Committee; and issued a plan to implement the election in the province. It directed party committees, authorities, the Fatherland Front, and socio-political organizations at all levels to strengthen close coordination in implementing election work. At the same time, a meeting of the provincial Election Steering Committee was organized on November 21, 2025, to deploy key tasks.
The Department of Home Affairs advised the provincial People’s Committee to establish the provincial Election Commission consisting of 30 members; and establish assisting sub-committees for the provincial Election Commission... The Department advised on drafting working regulations and assigning tasks to members of the Provincial Election Commission; establishing assisting sub-committees for the Provincial Election Commission; the plan to implement election work of the provincial Election Commission; announcing the number of election units for provincial People’s Council deputies; and announcing the reception of candidacy dossiers for deputies and a number of related contents under the authority of the provincial Election Commission.
It guided communes and wards to implement preparations for organizing the election regarding statistics on population, ethnicity, number of voters, projected number of People’s Council deputies to be elected, number of election units, and election teams; reviewing conditions regarding facilities and means serving election work such as: ballot boxes, seals... Preparing preliminary budget estimates serving election work. The provincial Police performed procedures to re-engrave seal samples of the provincial Election Commission; guided Commune-level People’s Committees to implement the recall and registration of seal samples of election organizations, and register the demand for printing and purchasing documents serving election work.
Implementing the election of deputies to the 16th National Assembly and deputies to People’s Councils at all levels for the 2026 - 2031 term, to date, Tuần Giáo commune has established a Commune Election Steering Committee and issued a plan to lead the election. The commune established an Election Commission including 4 assisting sub-committees on personnel, security and order, propaganda, and facilities. Tuần Giáo commune has proactively focused on propaganda work. The propaganda plan is divided into 3 phases. Forms of propaganda about the election are rich and diverse: Propaganda in the press, electronic information portals, on digital platforms, the internet, social networks (Facebook, Zalo...), organizing party cell meetings, and meetings of socio-political organizations... At the same time, carrying out visual propaganda (slogans, banners, panels, posters...) in central areas and administrative zones.
Information dissemination content is identified as: The meaning and importance of the election; new points of the 2013 Constitution, amended in 2025, and the Law on Local Government Organization; the Law amending and supplementing a number of articles of the Law on Election of National Assembly Deputies and People’s Council Deputies along with directing documents and guidelines of the National Election Council; structure, composition, number of candidates, and self-nominated candidates. The 1st, 2nd, and 3rd consultative conferences; standards for National Assembly deputies and People’s Council deputies; election principles, election processes, and citizens’ voting rights...
To date, 45/45 commune-level party committees have established Election Steering Committees and issued plans to lead the election in communes and wards; and established commune and ward election commissions. Currently, communes are proceeding to establish assisting sub-committees for the election commission and assigning specific tasks to members to implement election work.
It is expected that the number of National Assembly deputies in Điện Biên province will be 7 (including 3 central deputies and 4 local deputies) with 3 National Assembly election units. The total number of provincial People’s Council deputies expected to be elected is 50, with 11 election units. The total number of People’s Council deputies expected to be elected at the commune level is 928, with 267 election units.
From now until February 27, 2026, the province directs units and localities to focus on key tasks such as: Organizing the first consultative conference to agree on the structure, composition, and number of people introduced for candidacy for National Assembly deputies and People’s Council deputies at provincial and commune levels, to be completed no later than December 10, 2025; announcing the number of election units for People’s Council deputies at provincial and commune levels; the list of election units and the number of People’s Council deputies to be elected in each election unit, to be completed no later than December 25, 2025; determining voting areas, establishing election teams, to be completed no later than January 31, 2026...
