According to the proposal presented by the provincial Department of Finance, the province has 302 public office buildings, 302 land plots, and 607 other facilities and assets attached to land that need to be adjusted. The general principle is to make the most of existing infrastructure, with priority given to placing new commune offices at their current locations. If necessary, a shared office model between units may be adopted to save costs and improve efficiency.
For surplus office buildings and facilities after the restructuring, the province will prioritize converting their functions to serve community needs, such as schools, health stations, libraries, cultural and sports facilities, and parks, contributing to the improvement of citizens’ living standards and the effective use of public land. The handover of assets will be conducted in their current state, including buildings, land, equipment, architecture, and shared facilities, especially one-stop-shop office equipment.

Regarding the arrangement of government vehicles, the province has 67 cars under review, with 66 cars deemed usable (64 cars are for shared use and 2 are specialized vehicles). Each new commune will be allocated at least one car for official duties, and the five Project Management and Land Development Boards at the district level will also be assigned one car per unit.

Phạm Đức Toàn commended the proactive efforts of the provincial Department of Finance in developing the plan. He emphasized that the effective use of public assets after restructuring is a crucial factor in stabilizing the organizational structure and improving the operational efficiency of units. Localities must continue to review and update actual needs and submit specific proposals for the provincial People’s Committee to consider and approve. Specifically, Điện Biên Phủ city and Điện Biên district must assess the condition of infrastructure and collaborate with the provincial Department of Finance to develop a detailed plan.

Regarding ongoing programs and projects, Toàn instructed that continuity must be ensured in the implementation of programs and projects already approved, avoiding interruptions, losses, or waste. The new communes will inherit the projects from the old communes as investors; revenue from land will be managed by the Project Management Board for the region; operational capital will be assigned to new communes as investors depending on the nature of the investment. Projects funded by the provincial budget but implemented by the district will also be handled by the regional Project Management Board. The assignment will follow clear principles, ensuring continuity and effectiveness, contributing to meeting the funding disbursement schedule for 2025 and the development needs of the localities after restructuring.
