Attending the session were Deputy Secretary of the provincial Party Committee and Chairman of the provincial People’s Committee Lê Văn Lương, Alternate Member of the Party Central Committee, Deputy Secretary of the provincial Party Committee, and Chairman of the provincial Vietnam Fatherland Front Committee Mùa A Vảng, along with members of the Standing Board of the provincial Party Committee, leaders of the provincial People’s Committee, delegates of the 16th National Assembly from Điện Biên province, provincial People’s Council delegates, and leaders of various departments, sectors, mass organizations, and localities.
The session continued its working program with a hall discussion focusing on vital contents, including the implementation status of the socio-economic development, national defense, and security plan for the first six months of the year, alongside core tasks and solutions for the final six months of 2026. Delegates also evaluated the local budget revenue and expenditure situation in the first half of the year, examined management tasks for the local budget estimate in the remaining half of 2026, and deliberated regulations on the principles, criteria, and quotas for allocating public investment capital from local budget sources for the 2026-2030 period in Điện Biên province.
The hall discussions took place in a lively, democratic, and highly responsible atmosphere, drawing numerous passionate opinions boding closely with local realities. While fundamentally agreeing with the reports, submissions, and draft resolutions presented at the session, delegates analyzed and clarified achieved results, pointed out lingering difficulties and limitations, and proposed various solutions to upgrade the efficiency of leadership, direction, and governance. The main focus centered on mobilizing the synergy of the entire political system to realize the double-digit growth target, accelerating the disbursement rate of public investment capital, deploying key works and projects, driving tourism development linked with promoting ethnic cultural identities, strengthening budget revenue collection, improving the business investment environment, and upgrading the efficiency of managing and utilizing development resources.
Following the discussion session, the meeting entered a question-and-answer phase. The inquiries concentrated heavily on critical issues such as the realization of the double-digit growth target, the organization and implementation of electricity supply policies for villages and hamlets that do not yet have connection to the national grid, and the deployment of Resolution No.11-NQ/TU dated December 31, 2025, of the provincial Party Committee. Furthermore, the session addressed strengthening decentralization and authorization to the commune level for tasks directly bound to citizens and enterprises, following the core principle of clear people, clear tasks, clear responsibilities, clear authority, clear resources, and clear results.
With an urgent, serious, democratic, and highly responsible spirit before the voters and citizens of the province, the fourth session of the 16th provincial People’s Council finalized its entire set agenda, reviewing and passing 20 crucial resolutions. These approvals shape a firm baseline to efficiently deploy socio-economic development tasks, guarantee national defense and security, and upgrade the validity and efficiency of state management across the province.
In his closing speech, Chairman of the provincial People’s Council Lê Thành Đô emphasized: The success of this session is demonstrated not only by completing the entire set agenda and achieving high consensus on the passed resolutions, but more importantly, by rapidly translating these resolutions into daily life. They must generate distinct shifts in socio-economic development, national defense, security, and public livelihoods. This stands as the true yardstick measuring the organizational capacity and governance efficiency of the government apparatus, as well as the accountability of each level and sector before the Party Committee, voters, and ethnic populations across the province.
He requested that immediately after this session, each approved resolution must be promptly converted into concrete programs, plans, and practical actions, noting that this is both a requirement and a responsibility of all levels and sectors. With high political determination, solidarity, and a strong desire for development, the province aims to fulfill the 2026 socio-economic development goals at the highest level, shaping a solid foundation to successfully realize the targets of the entire tenure.
He urged the provincial People’s Committee and all sectors to urgently materialize the resolutions with specific roadmaps and clear products, strengthen administrative discipline, proactively untie difficulties, and accelerate the progress of key works and projects to ensure resources are utilized efficiently. Concurrently, the Standing Board, committees, groups, and individual delegates of the provincial People’s Council must continue to promote their roles before voters, step up supervision over the implementation of resolutions, post-monitoring conclusions, and Q&A commitments, and promptly propose solutions to arising snags to elevate the local government’s operational efficiency. Finally, delegates must maintain close contact with voters, promptly inform them of the session’s outcomes, and fully absorb legitimate public opinions to report back to the People’s Council and competent organs for review and resolution in accordance with regulations.
