The session considered several important matters: Approving the policy of reorganizing commune-level administrative units in Điện Biên province; adjusting the medium-term public investment plan for the 2021-2025 period and for 2025; deciding the initial and additional charter capital for the Điện Biên Land Development Fund; approving the adjustment of the list of land plots to be allocated or leased through bidding for projects using land; and regulating support mechanisms for social housing investment projects in the province.

Regarding the plan for reorganizing commune-level administrative units, the deputies expressed high agreement with the merger policy. However, some concerns from voters were shared, such as: some newly merged communes will have villages and residential areas located far from the new commune center (e.g., 8 out of 10 villages of Phình Sáng commune will be more than 15km from the new center in Xá Nhè commune, with some up to 33km away). Poor transportation infrastructure, especially during the rainy season, poses additional challenges, particularly in Điện Biên Đông district. Moreover, former commune offices, which were designed for about 30 staff, now must accommodate 85-100 people after the merger, creating initial difficulties in operations.

The deputies agreed to supplement the plan with the section “Proposed locations for new commune centers.”
Responding to comments, Chairman of the provincial People’s Committee Lê Thành Đô emphasized that the reorganization was thoroughly researched according to central guidelines and involved broad public consultation. New commune centers were selected based on their development potential and ability to serve the majority. After the merger, further review and adjustments will be made to address the infrastructure difficulties as needed.

At the closing of the session, Chairman of the provincial People’s Council Lò Văn Phương requested that the provincial People’s Committee and relevant departments promptly develop implementation plans for the newly passed resolutions, continue necessary procedures for the administrative reorganization, and ensure smooth operation of new administrative units. He also stressed the need for policies addressing the rights and interests of public servants, efficient management of facilities, and widespread public communication to maintain unity and understanding across society.

At this session, the provincial People’s Council also dismissed Giàng A Dình, former Head of the Ethnic Affairs Department, from the position of Member of the provincial People’s Committee for the 2021-2026 term due to retirement.
