Điện Biên Province strives for economic growth rate of over 10.5% in 2025

ĐBP - On the afternoon of January 10, the People’s Committee of Điện Biên Province organized a conference to deploy the plan and discuss solutions for the implementation of local economic and social development, national defense and security, as well as the budget estimate for 2025.

In 2025, the provincial People’s Committee will focus on six key guiding perspectives, nine groups of tasks and solutions for 16 major indicators across various fields, such as: The gross regional domestic product (GRDP) of the province exceeding 10.5%; the total state budget collection reaching VNĐ 15,292.791 billion; the industrial production index increasing by over 15%; and the poverty rate reducing 4% compared to the previous year, to 17.66% this year…

In his speech at the conference, Mr. Trần Quốc Cường emphasized that, in order to achieve the goals and plans for 2025, the Party Affairs Board of the People’s Committee of Điện Biên Province needs to closely follow the resolutions of the Politburo, National Assembly, Government, and the Điện Biên Province Planning for the 2021-2030 period, with a vision towards 2050. The People’s Committee of Điện Biên Province should direct affiliated sectors and the political system to innovate leadership methods, mobilize resources, and uphold collective strength, striving to achieve economic growth of over 10.5% by 2025, contributing to the new era of Vietnamese people’s rise.

Local Party organizations and authorities at all levels in Điện Biên Province should focus on building a project to reorganize provincial- and district-level administrative units; assign tasks according to the principle of “clear roles, clear responsibilities, clear timeframes, and clear results.”

Simultaneously, after being approved, the Điện Biên Province Planning and the general planning of Điên Biên Phủ City need to be specified and effectively implemented, including effectively maintaining national defense and security tasks to ensure that there are no surprises or hotspots in the area.

Meanwhile, Party building and rectification should be paid due attention to. Officials and Party members, especially those in leadership positions, should promote their exemplary spirit and sense of responsibility. Quality of task performance by governance should be promoted. Digital transformation and application of information technology should be accelerated. And civil servants and public employees’ sense of responsibility and rule obedience must be improved.

Manifestations of degradation in political ideology, ethics and lifestyle, self-evolution, and self-transformation need to be prevented. Corruption and negative phenomena must be pushed back, with a focus on promoting thrift and fighting wastefulness. The encouragement and protection of bold officials who dare to think and act for common interests must be boosted.

At the conference, the delegates emphasized their sense of responsibility and participated in discussions on the solutions proposed by the provincial People’s Committee, such as: Increasing local budget collection, especially from land use fees; Focusing on resolving obstacles related to ground clearance and accelerating key project timelines; Speeding up the implementation of public investment plans and national target programs; Concentrating on mobilizing and effectively using resources to develop infrastructure.

Several opinions suggested solutions to attract investment and exploit the potential advantages of Điện Biên Province, particularly in urban development and tourism projects. Proposed solutions include: Comprehensive development in cultural and social sectors, ensuring harmonious integration with economic growth; Ensuring social welfare programs to improve the material and spiritual well-being of the people.

The quality of social policies should be further innovated and improved to meet the requirements of the cause of national construction and protection in the new context. Key tasks and solutions include ensuring defense, security, political stability, and social order, as well as effectively implementing the province’s foreign affairs.

Concluding the conference, Mr. Lê Thành Đô, Chairman of the People’s Committee of Điện Biên Province stressed that, in order to effectively implement the proposed tasks, the provincial People’s Committee, departments, sectors, agencies, and units need to: Be more attentive and closely connected with grassroots levels; proactively, promptly, and flexibly address difficulties and obstacles in task implementation; and continue to promote democratic principles and bring into play collective intelligence.

Departments, sectors, and localities in the province should attach much importance to developing plans for their task performance from the very beginning of the year to ensure the highest possible completion of assigned goals and tasks.

The leader of the provincial People’s Committee acknowledged and requested departments and sectors to proactively research and consider handling the recommendations from units within the scope of their assigned responsibilities.
