Điện Biên elects additional leaders of provincial People’s Council and People’s Committee

ĐBP - On November 14, the 15th Điện Biên provincial People’s Council, term 2021 - 2026, held its 22nd session to review and decide on 8 items of content regulating regimes, policies, and the implementation of government organizational structure work under its authority.

Comrade Lò Văn Phương, Chairman of the provincial People’s Council, and comrade Giàng Thị Hoa, Vice Chairwoman of the provincial People’s Council, co-chaired the session. Comrade Lê Thành Đô, Deputy Secretary of the provincial Party Committee and Chairman of the provincial People’s Committee, attended the session.

Based on the proposals from the provincial People’s Committee and the verification reports on the draft resolutions from the committees of the provincial People’s Council, the delegates discussed, studied, and voted to approve 8 resolutions.

These include: Supplementing the 2025 revenue and expenditure estimates from foreign non-refundable aid; regulating travel allowances and conference regimes for agencies and units in the province; regulating policies to support agricultural production to restore production in areas damaged by natural disasters, plant pests, and animal diseases in the province; adjusting the 2021 - 2025 medium-term public investment plan (state budget) and adjusting the 2025 public investment plan for Điện Biên province; regulating the scope of tasks and powers of commune-level People’s Committee chairpersons that are authorized to commune-level civil servants in the field of authentication in the province; and amending some content of previous resolutions of the provincial People’s Council.

Regarding the government’s organizational structure, the provincial People’s Council considered 3 contents: Electing a Vice Chairwoman of the provincial People’s Council, dismissing a Vice Chairman of the provincial People’s Committee, and electing an additional Vice Chairman of the provincial People’s Committee.

Accordingly, comrade Cao Thị Tuyết Lan, Member of the Standing Board of the provincial Party Committee and Head of the provincial People’s Council’s Culture and Social Affairs Committee, was nominated for the position of Vice Chairwoman of the 15th provincial People’s Council, term 2021 - 2026. With high confidence, comrade Cao Thị Tuyết Lan received 37/37 votes (100% of delegates attending the session, 75.7% of all provincial People’s Council delegates), winning the election for the position of Vice Chairwoman of the provincial People’s Council for the 2021 - 2026 term.

The 37/37 delegates at the session also approved the dismissal of comrade Phạm Đức Toàn, Member of the Standing Board of the provincial Party Committee and Head of the provincial Party Committee’s Organization Commission, from the position of Vice Chairman of the provincial People’s Committee for the 2021 - 2026 term.

The provincial People’s Committee submitted a proposal to elect one additional Vice Chairman of the provincial People’s Committee for the 2021 - 2026 term. Comrade Nguyễn Minh Phú, provincial Party Committee Member and Director of the Department of Culture, Sports and Tourism, was nominated for the position. With 37/37 votes in favor, Nguyễn Minh Phú was elected to the position of Vice Chairman of the provincial People’s Committee for the 2021 - 2026 term.

The 22nd session of the 15th provincial People’s Council passed 11 resolutions on regimes, policies, and personnel work, completing its entire proposed agenda. Closing the session, Chairman of the provincial People’s Council Lò Văn Phương affirmed: The resolutions passed at this session are important policies and measures; they form the legal basis for all levels and sectors of the province to focus on implementing and achieving the highest goals and tasks for socio-economic development and ensuring national defense and security, in line with the resolutions of the provincial Party Committee and the provincial People’s Council.

Leaders of the provincial Party Committee, People’s Council, and People’s Committee present flowers to congratulate the comrades elected and dismissed from their positions.

In addition, the 3 resolutions on personnel work align with the personnel plan of the 15th provincial Party Congress, term 2025 - 2030. To promote the effectiveness of these decisions, he requested that the provincial People’s Committee and all levels and sectors of the province urgently build plans and organize the implementation of the provincial People’s Council’s resolutions. He also asked the provincial People’s Council delegates to promptly inform voters of the session’s results and the basic content of the resolutions, while also strengthening supervision of their implementation.
