Determined to basically eliminate temporary and dilapidated houses before October 31, 2025

ĐBP - On May 11, the fourth meeting of the Central Steering Committee for eliminating temporary and dilapidated houses nationwide was held, chaired by Prime Minister Phạm Minh Chính, Head of the Steering Committee. The meeting was conducted online, connecting to the headquarters of the People’s Committees of provinces and centrally-run cities.

Comrades Mùa A Sơn, Permanent Deputy Secretary of the Điện Biên provincial Party Committee and Deputy Head of the Steering Committee for eliminating temporary and dilapidated houses in the province, and Lê Thành Đô, Deputy Secretary of the provincial Party Committee, Chairman of the provincial People’s Committee, and Deputy Head of the Standing Committee of the Steering Committee for eliminating temporary and dilapidated houses in the province, co-chaired the conference at the Điện Biên bridge point.

Since the program’s launch, nearly 209,000 houses have been eliminated across the country, achieving approximately 77% of the total demand. From the third meeting to the present, an additional 87,000 houses have been started or completed, averaging an increase of 26 houses per locality per day. This is a highly encouraging result, especially considering that all levels, sectors, and localities are simultaneously tackling multiple tasks, including reorganizing the administrative apparatus and establishing local governments at two levels.

According to the Steering Committee, 100% of localities have reviewed and established schedules to complete the elimination of temporary and dilapidated houses in their provinces by October 31, 2025, in line with the Prime Minister’s requirements. As of May 7, 2025, 15 localities have already completed this task.

To essentially meet the nationwide goal by October 31, 2025 - approximately 170 days from the meeting date - more than 61,800 houses must be urgently constructed. This requires an average of about 364 houses completed daily nationwide, with each locality averaging 8 houses per day. Consequently, all levels, sectors, and localities need to intensify efforts, demonstrate greater determination, and take more decisive and effective actions, focusing on key priorities to successfully achieve the program’s objectives.

Speaking at the meeting, comrade Lê Thành Đô, Deputy Secretary of the provincial Party Committee and Chairman of the Provincial People’s Committee, reported that as of May 10, 2025, Điện Biên province has provided support as follows: For people with meritorious services to the revolution and relatives of martyrs: 51 houses, reaching 30.18% of the target; for two national target programs: 1,130 houses, reaching 47.92%; and for the nationwide program to eliminate temporary and dilapidated houses: 3,719 houses, reaching 68.33%.

Điện Biên has innovated its methods and approaches by diversifying resources, including support from the central government, localities, labor contributions from the community, and contributions from the households themselves. The province emphasizes self-reliance and self-strengthening to achieve the goal of basically eliminating temporary and dilapidated houses by October 31, 2025.

In his concluding remarks, Prime Minister Phạm Minh Chính stressed that completing the elimination of temporary and dilapidated houses is a particularly important political task, leaving no room for retreat - only discussions on how to implement it. He called for enhanced information and propaganda efforts to inspire support and participation, encouraging everyone to contribute whatever they can. The Prime Minister expressed hope that local leaders would undertake this task with a sense of duty, high responsibility, and a pure heart, voluntarily embodying the spirit of “thinking truly, speaking truly, acting truly, achieving true results, for the people to truly benefit.”

He also urged ministries, sectors, and localities to focus on evaluating results, identifying obstacles, and drawing lessons from leadership, management, resource allocation, and mobilization efforts. Additionally, he encouraged the promotion of best practices and exemplary models, as well as the proposal of tasks and solutions to maintain the momentum, rhythm, spirit, and progress of the movement, ensuring more effective implementation in the coming period to meet the established goals.
