Countering false narratives, wrong viewpoints of hostile forces

ĐBP - “Promoting the good, eradicating the negative,” spreading positive and official information, and proactively preventing and strictly handling violations are effective methods to address the false narratives, malicious information, and wrong viewpoints of hostile forces, contributing to safeguarding the ideological foundation of the Party in the current situation.

After Decree No.168/2024/NĐ-CP, issued by the Government on December 26, 2024, on “stipulating administrative penalties for violations of order and traffic safety in the field of road traffic; point deduction, point recovery on driver licenses,” came into effect, it generated a positive impact, significantly reducing violations. Public attention focused on studying the new regulations. The primary goal of Decree No.168 is to ensure traffic safety, minimize tragic accidents, and improve compliance with traffic rules.

However, some websites managed by reactionary organizations distorted and twisted the facts, spreading false information, creating negative public opinion that undermines the implementation of Decree No.168.

Decree No.168 is just one of many topics distorted and twisted by hostile and reactionary forces. In 2024, Điện Biên Province’s authorities detected and identified 3 social media accounts posting malicious and harmful contents related to the People's Public Security Force and clarified 11 accounts spreading fake news. All cases were handled according to the law, and all individuals involved pledged not to repeat their actions.

In recent years, hostile and reactionary forces have increasingly exploited cyberspace, using platforms such as Zalo, Facebook, Instagram, Viber, YouTube, and TikTok to publish articles and videos denying and opposing Marxism-Leninism, President Hồ Chí Minh’s thought, and popularizing distorted viewpoints. Their main methods are to undermine the ideological foundation, eliminate the leadership role, and lower the status and credibility of the Party and the socialist revolutionary path in Vietnam. They exploit issues of ethnicity, religion, democracy, and human rights, incite separatist and nationalist sentiments, distort history, and spread illegal doctrines, complicating the security situation.

Facing the schemes and tactics of hostile forces, the Điện Biên provincial Party Committee’s Steering Committee for Protecting the Party’s Ideological Foundation and Fighting Wrong and Hostile Viewpoints (Steering Committee 35 in short) has intensified monitoring of public opinion, scanning for false, hostile, and harmful information, and proactively making proposals to local Party committees to address complex, sensitive issues that affect political security and public safety. Regular meetings with the expert group of the provincial Steering Committee 35 are held under regulations. Weekly, monthly, and incident-specific reports are produced, alongside various other activities.

At the same time, Steering Committee 35 at the district level and equivalent proactively develops programs and detailed plans in line with their assigned functions and responsibilities. They actively participate in effective measures to counter hostile forces’ plot of “peaceful evolution” in the ideological and cultural fields in the current context. This includes technical interventions (reporting harmful content) targeting malicious Facebook posts, pages, groups, blogs, and video clips. From the beginning of 2024, Steering Committee 35 at the district level and equivalent have published over 26,000 posts, fostering positive consensus online and strengthening the ideological foundation of the Party by effectively combating hostile, wrong viewpoints.

In 2025, the country enters a “decisive phase” to review the Party Central Committee’s Resolution No.18-NQ/TW, dated October 25, 2017, on “Some issues regarding the continued renovation and organization of a streamlined, effective, and efficient political system.” This year also marks the Party Congresses at all levels for the 2025-2030 term, heading toward the 14th National Party Congress. Hostile forces, both inside and outside the country, are expected to likely escalate their activities against the Party and State. Their focus will be on distorting the objectives, ideals, and path toward socialism, the socio-economically oriented market economy, and the Party’s leadership.

In response to this situation, alongside efforts of the Steering Committee 35 at all levels in implementing practical and targeted measures to counter hostile forces’ misleading narratives and wrong viewpoints, each Party member and citizen must remain vigilant, actively participate in patriotic movements, and spread positive information and images in daily life. This is an effective strategy to firmly protect the ideological foundation of the Party.
