The contingent of officials has timely adapted to tasks, clearly promoting their service role, proactively grasping thoughts, resolving recommendations, and ensuring the legitimate rights of the people. Thanks to that, the people’s trust in the political system at all levels continues to be reinforced, becoming an important driving force promoting socio-economic development in each locality.
With the direct leadership and direction of the provincial Party Committee - People’s Council - People’s Committee and the synchronous, responsible involvement of the entire political system from the provincial to the grassroots level, the arrangement and organization of the 2-tier local government apparatus took place in a methodical, scientific, and strict manner. Observations in some localities show that the working atmosphere of the commune-level cadre and civil servant team clearly demonstrates a spirit of innovation, taking service efficiency as the measure. This is an important shift in the process of reforming the state administrative apparatus, building a government apparatus that is close to the people and serves the people more effectively.
Cà Văn Phương, from Co Mỵ village, Thanh Nưa commune, shared: “Since the 2-tier local government model went into operation, the apparatus is closer to the people; officials proactively listen and timely resolve the people’s recommendations. We see that administrative procedures are carried out more quickly and conveniently; socio-economic development policies are implemented close to the reality of life.”
At the Public Administration Centers of communes and wards, the reception and processing of administrative files take place favorably. Most officials assigned are fluent in information technology, knowledgeable about professional operations, grasp work quickly, are proactive in processing, and do not let people wait for long periods. Many localities proactively arrange officials to support outside of administrative working hours, or utilize weekends, strengthening the grassroots level to receive opinions, recommendations, and administrative procedure files for vulnerable subjects... Thereby clearly demonstrating the motto “Taking the people as the center of service.”
Nà Hỳ commune was established on the basis of merging 4 communes including: Nà Hỳ, Nậm Chua, Nà Khoa, and Nậm Nhừ. Overcoming difficulties regarding a large natural area, inconvenient traffic, and asynchronous infrastructure... with a spirit of serving the people, the team of commune officials and civil servants has focused on performing assigned tasks well, ensuring the flexible, rhythmic, and effective operation of the apparatus. The commune government resolves administrative procedures for people, organizations, and businesses timely and quickly.
Bùi Quang Định, Vice Chairman of the commune People’s Committee, Director of the Public Administration Center of Nà Hỳ commune, said: “We determined that the Center is not only a place to receive and return results but also a place to demonstrate the government’s service spirit towards the people. Therefore, every official must uphold standard attitudes and guide enthusiastically so that people feel most satisfied when coming to do procedures.” According to statistics, from the start of operation until November 27, the People’s Committee of Nà Hỳ commune received and resolved 926 administrative procedure files, of which: 924 files were submitted online; 2 files were submitted directly; and 918 files were resolved ahead of schedule.
Ly Seo Tỏa, from Huổi Lụ 1 village, Nà Hỳ commune, shared: “If previously, for some administrative procedures, I had to go to the district to get them resolved, now I can go to the commune’s Public Administration Center to do them immediately, helping me save time, effort, and travel costs. I find the working process as well as the attitude and service spirit of the officials and civil servants at the Center very professional, guiding enthusiastically, thoughtfully, and handling things quickly, within the prescribed time. I am very satisfied with the working style of the new government apparatus.”
The work of arranging and assigning personnel in communes within the province is implemented according to principles and regulations; ensuring democracy, objectivity, and transparency. Localities have carried out thorough reviews and comprehensive assessments of the capacity and strengths of each official to arrange suitable job positions, ensuring the “right person, right job.” Thanks to this cautious and steady approach, the organizational apparatus after the arrangement is both streamlined and promotes operational efficiency well.
However, in Điện Biên province, many communes are still short of professional civil servants in fields such as: Information technology, information and communication, digital transformation; industry and trade; construction, transport; justice; land management; finance - budget; home affairs, labor... Faced with this reality, the Provincial People’s Committee issued a decision to second and assign 97 civil servants and public employees to reinforce communes and wards, to support and accompany the commune-level team in executing public duties; improving the operational efficiency of the apparatus at the grassroots level.
Mùa A Tú, from Chế Phù village, Si Pa Phìn commune, shared: “I highly agree with and appreciate the province’s policy of timely seconding and reinforcing officials to the grassroots level. I believe that the reinforced team of officials sent down to the commune will contribute to improving the professional task efficiency of current commune officials, timely supporting people to resolve work more quickly and conveniently, contributing positively to the process of building and developing the locality.”
After the merger, the working headquarters of some communes have degraded and become cramped, greatly affecting service and the resolution of administrative procedures. Currently, communes are actively coordinating with relevant units to conduct surveys, planning, and construction of new headquarters suitable for assigned functions and tasks.
Vừ Nhìa Châu, from Tìa Ló A village, Pu Nhi commune, shared: “Headquarters built in convenient locations will help us travel more easily when resolving administrative procedures. We hope the new facility will also serve community activities well, contributing to improving the material and spiritual life of the people.”
After 5 months of implementation, the 2-tier local government model has initially demonstrated effectiveness. The apparatus operates synchronously, close to the people, sticking to the grassroots level, timely grasping and resolving the needs and recommendations of the people, thereby reinforcing trust and improving service quality. Policies on socio-economic development, ensuring social security, promoting administrative reform, and investing in synchronous infrastructure construction are implemented effectively, creating favorable conditions for people and promoting sustainable development in each locality.
