On a visit to the Reception and Results Delivery Department of Chiềng Sinh commune at the end of May, we could clearly feel the responsibility and effectiveness of the officials working there.
Despite being early in the morning, a number of residents were already present to resolve their administrative procedures. Bạc Thị Thu from Ta Cơn village, who came to register her grandson’s birth, expressed her satisfaction: “I am very happy with the attitude and responsibility of the staff here. For older people like me, it’s hard to access technology, and we don’t have smartphones. But when we come here to process procedures, the staff is always willing to guide and assist us. They even help with the tasks.”
To facilitate the processing of administrative procedures for the public and businesses, the commune has assigned specific responsibilities to each official. The Reception and Results Delivery Division ensures that there are staff available for public service during all working hours of the week. The names, phone numbers, and positions of the staff members are clearly posted, allowing residents to contact them as needed. The commune also posts public lists of all administrative procedures, the steps for submitting documents via online services, the benefits of online submission, and related fees, making it easier for the public to follow.

As a result of these measures, the processing of administrative procedures has improved significantly, making it more convenient for citizens. For example, in the past, people needed to bring their ID card, household registration, and marriage certificate in addition to the birth registration form and a birth certificate to complete a birth registration. Now, citizens only need to bring their ID card.
Lò Thị Học, an official in the Justice and Civil Status Division, said: “When citizens come to conduct transactions, I guide them to create a VNeID account and submit documents online. I also explain the benefits of online submission to save time and reduce the need to travel multiple times.”
In addition to improving the speed of administrative services, Chiềng Sinh commune’s authorities also focus on citizens’ rights and handling complaints, grievances, and petitions. The leadership of the commune regularly visits villages to participate in local meetings, engage with residents, and listen to their concerns. This helps ensure timely responses and prevent unresolved issues from escalating.
Furthermore, the commune has effectively implemented the sending of “Apology Letters,” “Thank You Letters,” “Congratulatory Letters,” and “Condolences Letters” to individuals and organizations, fostering closer relationships between the local government and the community.
Lò Văn Pánh, Chairman of the People’s Committee of Chiềng Sinh commune, said: “Currently, our officials have received digital signatures and are able to resolve administrative procedures on time. Since the beginning of the year, we have processed 144 files (100% online), with 143 completed before the deadline, and only one file delayed due to an internet connection issue. In the future, Chiềng Sinh commune will continue to review and improve the working methods of the staff to meet the new requirements, propose to reduce unnecessary procedures, and promote the application of information technology, aiming for a transparent, public service-oriented administration.”
