In that context, the contingent of ethnic minority officials plays a particularly important role. As this is the core force bringing guidelines and policies closer to the grassroots; understanding the customs, practices, language, and culture of the people; and directly participating in resolving socio-economic development issues. Therefore, for many years, the province has always determined that standardizing and improving the quality of ethnic minority officials is a core, long-term task associated with the local human resource development strategy.
In recent years, Điện Biên has synchronously implemented many solutions, such as: Training, fostering, rotation, sourcing, and implementing specific support policies. The provincial Party Committee issued leadership resolutions; the provincial People’s Committee approved the periodic and annual plans on developing the contingent of ethnic minority officials, civil servants, and public employees in the new era. Thanks to that, the rate of ethnic minority officials in the public authority system from the provincial to the grassroots level continues to be maintained at a high level, clearly demonstrating the locality’s focus on personnel work.
In the two terms 2020 - 2025 and 2025 - 2030, ethnic minority officials always account for over 30% in the provincial Party Committee; in the provincial Party Standing Committee, this rate reaches about 40%. In most agencies, units, and localities, key officials who are ethnic minorities have been playing an important role in administration and work processing at the grassroots level. Priority policies for ethnic minority officials in recruitment and usage are always ensured by the province. From 2021 to present, the province recruited 625 ethnic minority civil servants and public employees, accounting for about 73%.
From opportunities, many young ethnic minority officials not only improve their own capabilities but also mature quickly. A case in point is Quàng Thị Nguyệt (born in 1997), Chairwoman of the Vietnam Youth Federation of Mường Pồn commune. Nguyệt is a child of the Khmu ethnic group, born locally. After graduating with a Bachelor’s in Social Work (Vietnam Women’s Academy) and returning, she actively participated in community work and was trusted to be elected as a deputy to the 15th National Assembly.
From 2022 to present, she has been assigned many working positions locally (farmers, women, youth). After the local government was rearranged according to the 2-level model, she continued to be trusted and elected as Secretary of the Youth Union of Mường Pồn commune. Nguyệt shared: “I am always grateful for the attention and trust of all levels. That is the motivation for me to try harder, study more, and perform assigned tasks better.”
Along with that, training and fostering work continues to be promoted and implemented methodically. Thereby contributing significantly to improving the quality of officials according to practical requirements. Especially, to improve public duty execution capacity, especially for the contingent of ethnic minority officials at the grassroots level, meeting current task requirements, thematic training programs related to administrative reform and digital transformation have been continuously organized in many forms (in-person, online) in many communes and wards in the province recently.
Recently, the People’s Committee of Nậm Kè commune coordinated with the provincial Center for Technology and Digital Platforms to organize a training conference on “Administrative reform and digital transformation in 2025.” Participating in this training class, officials, civil servants, and public employees were guided to practice information technology application, management software, online public services, and digital skills serving professional work.
Or most recently, the completion of the training and testing program on measurement expertise for 77 officials in 45/45 communes throughout the province helped commune-level officials firmly grasp knowledge of checking measuring instruments, measurements, and pre-packaged goods. This is important content when operating the two-level government model in the field of science - technology.
Vừ Thị Sùng, Chairwoman of the Women’s Union of Mường Pồn commune, shared: “Recently, local officials like us have always been created favorable conditions to participate in classes to improve qualifications and update new knowledge. Thanks to that, I am more confident in work, more proactive in advising and implementing tasks at the grassroots level.”
Currently, the whole province has over 23,400 officials in administrative agencies and public service units. Of which, over 11,700 are ethnic minority officials, accounting for nearly 50%. Over 95% have professional training from intermediate level upwards; over 70% have university degrees or higher; 90% are fostered with ethnic knowledge according to Government regulations. These figures not only reflect the results of the effort process but also show the province’s determination in building the contingent of ethnic minority officials.
At the management level, the provincial Party Committee’s Organizing Commission also determined that in this term, it will advise on building a thematic resolution on developing the contingent of female officials, ethnic minority officials, and science - technology officials for the 2025 - 2030 period. This is a strategic step, aiming to build a high-quality contingent of officials, both meeting development requirements and suitable for the specific characteristics of ethnic minority areas.
