This proactive and decisive spirit from the grassroots level has already begun to transform the construction of a strong political system. It is almost as if the bureaucracy has finally had its morning coffee and is ready to get down to business.
Over the years, the Điện Biên provincial Party Committee has consistently identified the enhancement of leadership capacity and combat strength as a central and regular task. The Provincial Party Committee and its Standing Committee have focused on leading the synchronous implementation of various solutions for Party building and rectification. They emphasize improving the quality of cell and committee meetings, strengthening inspection, supervision, and discipline, and promoting the source and development of new party members. Consequently, the grassroots political system has been gradually consolidated, the political core role of party organizations has been promoted, and the people’s trust in the Party and State continues to grow.
However, some limitations remain in innovating leadership methods at several grassroots committees. Annual reviews, assessments, and quality classifications of officials and party members in certain organizations are still formalistic. In some places, inspection and supervision by grassroots party organizations are not strictly performed. Management and education of party members also show weaknesses, with instances of members violating Party regulations or State laws. Furthermore, developing new party members in remote border areas or within private enterprises remains a challenge.
Based on a precise assessment of the situation, the resolution clearly defines specific goals and indicators for 2030. It strives for 100% of party committees and organizations, over 96% of officials and party members, and over 80% of the masses to effectively grasp and study the Party’s resolutions, directives, and conclusions. By 2030, the aim is for over 90% of village, hamlet, and residential group heads to be party members while maintaining 100% of villages and hamlets with independent party cells. On average, the province targets an annual recruitment rate of at least 4%, or over 2,000 members, based on the total number of members at the beginning of the year.
To ensure the resolution is more than just a guideline on paper, the Provincial Party Committee has directed all levels to focus on the organizational stage. The study of the resolution is conducted seriously and systematically, tied to specific action plans that clearly define individuals, tasks, and responsibilities. Political and ideological education is being ramped up, focusing on new policies of the Party and State, especially regarding the two-level local government model.
Party committees continue to link Directive No.05-CT/TW with Party building and rectification, resolutely preventing and pushing back against ideological, moral, and lifestyle degradation, as well as symptoms of “self-evolution” and “self-transformation.” They proactively protect the Party’s ideological foundation and struggle against erroneous and hostile views. Regular party cell and committee meetings are strictly maintained according to the Party Charter, with principles of collective leadership and individual responsibility being closely followed. The quality of self-criticism and criticism is gradually improving. The implementation of Directive No.50-CT/TW regarding the innovation and quality enhancement of cell meetings is tied to the responsibility of committee members and specific evaluation criteria.
Special attention is given to consolidating party organizations in remote and border villages. The role of village elders, village heads, and prestigious individuals in the community is promoted to disseminate and mobilize elite citizens to strive for Party membership, thereby building a solid “root” for the grassroots political system.
In Nà Tấu commune, the implementation of Resolution No.07-NQ/TU is materialized through action plans suited to local conditions. The Commune Party Committee clearly defines goals and solutions while assigning specific responsibilities to each party organization and member. Nguyễn Tiến Tuấn, Standing Deputy Secretary of the Nà Tấu commune Party Committee, stated that bringing the resolution into life is a central and continuous task. Focus is placed on enhancing the quality of cell meetings toward practicality, strengthening political education, and tightening discipline and order within the Party. By promoting the exemplary role of officials and party members, especially leaders, the commune aims to create a clear shift in building strong grassroots party organizations.
With a proactive and systematic approach from the provincial level down to the grassroots, Resolution No.07-NQ/TU is expected to soon take root in daily life. This creates an important foundation to enhance the leadership capacity of grassroots party organizations and consolidate a firm political system, contributing to the successful implementation of assigned political goals and tasks.
