Sư Lư and Na Lanh villages in Na Son commune lie within the project area, with an affected land surface of 29.29 ha. Right from the formulation of the policy, the local government has coordinated with the investor and relevant units to organize multiple public meetings to disseminate and explain the project’s significance, benefits, and support policies for the people.
Tòng Văn Kinh, Head of Sư Lư village, shared: “Our villagers all agree with the policy of the province and commune. Currently, the village is coordinating with the commune government to perform measurements, identify land ownership, and pay out support funds to local households so we can soon hand over the site to the investor.”
Many households have expressed their consensus and wish for the project to be deployed soon. Aside from the support funds regulated by law, the establishment of the solar power plant will open up economic development opportunities, create more jobs, drive infrastructure investment, and elevate the quality of life for local people.
Lò Văn Hoàng, a resident of Na Lanh village, shared: “My family has over 1 ha of single-crop wet rice land supported with VND 300 million. We have agreed to receive the money. I hope the project will soon be constructed and enter operations to create many jobs for our local residents.”
The Điện Biên 1 Solar Power Plant Project is invested by Vin Energo Điện Biên 1 Co., Ltd. The project features a designed capacity of 300MW, a total investment capital of over VND 5,371 billion, and a land-use area of approximately 509 ha across Điện Biên Phủ ward and Mường Ảng, Pu Nhi, Na Son, Mường Lạn, and Xa Dung communes.
In Na Son commune alone, the project execution area spans 197.45 ha. To serve the project, the Na Son commune People’s Committee coordinated with the provincial Land Fund Development Center and related agencies to review, inspect, and approve five measurement extract pieces for land acquisition, compensation, and site clearance. Concurrently, they organized dissemination campaigns, inspected current conditions, and established compensation and support plans in line with regulations.
Nguyễn Bá Thực, Head of the Economic Division of Na Son commune, stated that the division has advised the party committee and authority to coordinate with provincial functional agencies to carry out measurement, ownership identification, and land origin verification to serve the project’s site clearance. To date, the locality has coordinated to execute four rounds of support and compensation payments to 32 households, covering a total area of 15.48 ha with a total disbursed capital of more than VND 2.63 billion.
Despite these positive results, the project deployment process still faces several difficulties and obstacles. A number of households have not yet agreed to receive support funds and hand over their land because they deem the support rates for certain land types to be low. Specifically, they consider the investor’s support rate of VND 350 million/ha for double-crop wet rice land and aquaculture land to be low, while the rate for single-crop wet rice land is set at VND 250 million/ha.
Additionally, the case of Lò Văn Xương’s household in Na Lanh village has agreed to receive the support money, but payment cannot be disbursed yet due to legal dossier complications in determining the land user. Furthermore, two other cases are currently undergoing land use right disputes.
Nguyễn Thanh Lâm, Vice Chairman of the Na Son commune People’s Committee, stated: “Currently, the commune is mobilizing the involvement of the entire political system, coordinating with the investor and relevant units to conduct surveys, measurements, and ownership identification to clear the site and hand over the land to the investor at the earliest. Concurrently, we continue to coordinate with the provincial Land Fund Development Center, the Planning Center under the Department of Agriculture and Environment, and related units to execute the compensation and support work as planned.”
In the coming time, the locality will continue to strengthen dissemination and mobilize households that have not yet agreed to receive support and hand over their land, while promptly resolving arising difficulties within its jurisdiction. The commune will also coordinate with specialized agencies to complete dossiers for cases facing legal entanglements and land disputes, ensuring sufficient conditions for payments, disbursement, and site handover in line with regulations.
The proactive spirit of the local government, coupled with the consensus of the people, is step-by-step resolving difficulties in site clearance, shaping favorable conditions for the Điện Biên 1 Solar Power Plant Project to be deployed soon. Once operational, the project will contribute to developing renewable energy, creating more jobs, increasing budget revenue, and driving local socio-economic development.
