During the first six months of 2026, total local budget revenue exceeded VND 13.3 trillion, reaching 89.44% of the target assigned by the provincial People’s Council and 93.81% of the target assigned by the central government. State budget revenue collected within the province surpassed VND 1.03 trillion, equivalent to 44.94% of the provincial target and 68.08% of the central government’s target. Several key revenue sources, particularly land-use fee collections, achieved only slightly more than 25% of the annual target, placing significant pressure on budget management efforts in the second half of the year.
At the session, provincial People’s Committee Chairman Lê Văn Lương emphasized that achieving economic growth targets in the final six months of 2026 is an urgent task requiring strong engagement from the entire political system and authorities at all levels. Priority measures will be implemented across agriculture, forestry, industry, construction, trade, and services, with particular attention given to addressing challenges related to land-based revenue - one of the key drivers for fulfilling the province’s 2026 budget targets.
The Chairman noted that the provincial Land Development Center is drafting a comprehensive project on land management, utilization, and development across the province. The project will clearly define the responsibilities of provincial and commune-level authorities in land creation, land-use rights auctions, and resource mobilization for development purposes.
As financial support from the central government becomes increasingly limited, local authorities are encouraged to proactively develop plans to capitalize on their advantages while proposing special mechanisms for communes and wards with strong development potential to expand investment resources. Another important solution is to continue improving the investment environment, creating favorable conditions for businesses to expand production and operations, thereby fostering sustainable revenue sources.
The province has instructed relevant agencies to accelerate administrative reforms in taxation, land management, and investment procedures; fully implement tax exemption, reduction, and extension policies in accordance with regulations; and support businesses in expanding production, developing markets, and improving competitiveness.
Regarding revenue collection tasks, Nguyễn Quang Việt, Head of the provincial Tax Department, stated that the tax sector faces significant challenges in the final six months of the year, particularly in land-related revenues. Tax authorities will closely coordinate with the departments of Finance, Construction, and Agriculture and Environment, as well as commune and ward authorities, to review projects eligible for implementation and promptly organize land-use rights auctions to generate revenue within 2026.
At the same time, the sector will intensify communication efforts on new tax policies, enhance taxpayers’ compliance awareness, and strengthen oversight of emerging revenue sources throughout the province.
According to the provincial People’s Committee, land-related revenue remains one of the most important opportunities and plays a decisive role in fulfilling the 2026 State budget revenue target. Therefore, departments, agencies, and local authorities have been instructed to address bottlenecks in land administration, accelerate planning and planning adjustments, determine specific land prices, expedite site clearance, complete legal procedures, and organize auctions for eligible land parcels.
Each task has been assigned to responsible agencies with specific implementation timelines and revenue targets to ensure effective utilization of land resources for development investment.
Addressing issues raised by delegates during the session, provincial People’s Committee Vice Chairman Nguyễn Văn Đoạt stated that the provincial government has directed the implementation of a wide range of measures to boost budget revenue in the remaining months of the year.
For the tax sector, key priorities include strengthening management of revenue generated from e-commerce, digital-platform businesses, real estate transfers, and mineral extraction activities. Efforts will also focus on recovering outstanding tax debts and strictly handling cases of inaccurate declarations and late tax payments in accordance with regulations.
In addition, provincial departments, agencies, and local governments are required to proactively share data on household businesses, individuals, and enterprises to ensure comprehensive revenue management and prevent budget losses.
Regarding land-related revenue, the province has emphasized that land-use rights auctions must be conducted openly and transparently while reflecting market values. Authorities will regularly review monthly implementation results and make timely adjustments to budget management plans to ensure that the 2026 revenue targets are achieved.
The budget management measures proposed by the provincial People’s Committee and endorsed by the provincial People’s Council demonstrate a strong commitment to fulfilling the province’s 2026 budget estimates. The synchronized implementation of these solutions will help secure resources for socio-economic development goals, improve the effectiveness of public financial management, and create a solid foundation for sustainable growth in the years ahead.
