Specifically, the heads of provincial departments, agencies, and chairpersons of district, town, and city People’s Committees are tasked with organizing the dissemination and directing civil servants, officials, and employees in their agencies and units. They are also responsible for communicating with the public to implement coordinated solutions for electricity saving and efficiency. The implementation must closely follow the guidelines outlined in Section 5 of Official Dispatch No.49/CĐ-TTg dated April 23, 2025, and the tasks assigned in Plan No.2961/KH-UBND dated July 14, 2023, of the provincial People’s Committee on enhancing electricity savings for the period 2023 - 2025 and beyond, ensuring compatibility with the practical situation in each locality.
The provincial People’s Committee has assigned the provincial Department of Agriculture and Environemnt to take the lead, working in coordination with the People’s Committees of districts, towns, and cities, as well as water reservoir management units, to implement plans for reasonable and efficient water use. Priority should be given to meeting the needs of agricultural production and the daily needs of the people, ensuring maximum preservation of backup water reserves for emergency situations.

The provincial Department of Industry and Trade is the main agency responsible for coordinating with relevant sectors, localities, and the Điện Biên Power Company to perform key tasks. These include developing, updating, and publicly disclosing the electricity supply plan during peak periods in a transparent and timely manner. This will help residents and businesses proactively adjust their production and living schedules based on the actual situation.
It is also necessary to review and advise on prioritizing electricity supply to critical facilities such as hospitals, schools, medical centers, national defense and security units, agricultural pumping stations, and essential production facilities. Monitoring the use of electricity in agencies, units, and businesses should be strengthened to promptly detect and handle violations of electricity use that are wasteful or non-compliant with regulations.
The department should work closely with local media outlets to increase awareness about the electricity supply situation, while also guiding safe, efficient, and sustainable electricity use across all sectors of daily life.
Additionally, the department is to actively guide and create favorable conditions for investors interested in surveying and implementing electricity generation projects in the area. Priority should be given to developing renewable energy projects such as wind and solar power, integrated with the electricity grid, ensuring full compliance with the regulations of the government and central ministries and agencies.
