In 2025, Điện Biên province has set ambitious targets as part of its “acceleration and breakthrough” year, aiming to lay the groundwork for the 2026-2030 development period. The province is targeting a GDP growth rate of over 10.5%, total state budget revenue of approximately VND 15,292.8 billion, and an industrial production index (IIP) growth of more than 15% compared to 2024. Additionally, Điện Biên aims to reduce its poverty rate to 17.66%, a 4% decrease from the previous year.

The theme for 2025 is “discipline and responsibility; streamlined and effective; decisive and innovative; accelerating breakthroughs”. The provincial People’s Committee is focusing on the comprehensive implementation of the resolutions and conclusions of the Party, the National Assembly, and the Government. The province will concentrate on six key groups of management tasks, nine strategic solution areas, and 16 specific objectives aimed at ensuring economic growth.
Among these priorities, accelerating the disbursement of public investment capital is of utmost importance - serving as a driving force to mobilize and attract all available social resources. The provincial People’s Committee has set monthly and quarterly disbursement targets and has instructed departments, sectors, and local authorities to implement these plans vigorously and in a coordinated manner. On February 27, the provincial People’s Committee issued Directive No.735/CT-UBND, outlining ten core solutions tailored to local conditions, in line with the Government’s directives on the “four timely actions” and “five proactive measures” in organizing and managing public investment disbursement.
By the end of the second quarter (June 30), Điện Biên aims to disburse over 40% of the planned capital for newly initiated projects and over 60% for ongoing projects, programs, and other assigned tasks. By the end of the third quarter (September 30), the disbursement rate is expected to exceed 60% for new projects and remain above 60% for ongoing ones. By the end of the fourth quarter (December 31), disbursement should reach over 80% of the planned capital for new projects and over 90% for continuing projects. By January 31, 2026, the province targets full disbursement of the 2025 capital plan, ensuring the timeliness and effectiveness of public investment.

Departments, agencies, and sectors are required to proactively develop detailed implementation plans to ensure both the progress and quality of disbursement, especially for key and priority projects. Heads of units will be held accountable to the provincial People’s Committee if disbursement targets are not met as required. Project owners must review and prepare detailed disbursement schedules on a weekly, monthly, and quarterly basis, and submit regular reports to the provincial Department of Finance. For projects commencing in 2025, all bidding procedures must be completed within the first quarter to enable timely construction commencement.
District-level People’s Committees are expediting site clearance and supporting resettlement efforts to minimize delays caused by land shortages. Relevant departments and agencies are working in close coordination to resolve issues related to land use and construction materials, thereby facilitating the smooth implementation of public investment projects. Contractors are required to maximize resource mobilization, accelerate construction progress, and strictly comply with payment and settlement procedures for public investment capital, ensuring efficient use of funds and contributing to socio-economic development.

In 2025, the Động Lực road project is a flagship initiative that must be completed within the year. However, progress has been delayed due to site clearance obstacles, particularly in bidding packages No. 4, 5, 6, 7, and 8. To ensure the project remains on schedule and achieves 100% disbursement of allocated funds, the provincial Party Committee has convened two meetings since the beginning of the year to address challenges affecting key projects, including the Động Lực road project. Most recently, on March 6, Chairman of the provincial People’s Committee Lê Thành Đô conducted an on-site inspection and directed local authorities to promptly resolve land-related issues. Following this, the project’s investor was instructed to accelerate implementation to ensure full completion by June 30.
In 2024, revenue from land use remained low. Looking ahead to 2025, the provincial People’s Committee has identified enhancing state budget revenue - especially from land use - as a top priority. The Committee has assigned Điện Biên Phủ city a local revenue target of VND 265 billion, including VND 35 billion from land use. Meanwhile, the municipal People’s Council set a more ambitious revenue target of VND 471 billion, consisting of VND 230 billion from fees and charges and VND 241 billion from land use.

To meet the 2025 revenue targets, the Điện Biên Phủ city People’s Committee has instructed the tax authority to strengthen tax administration, closely monitor the assessment, declaration, and payment of taxes to ensure full and accurate collection, and minimize revenue losses. Efforts are also being intensified to recover tax arrears, enhance inspection and audit activities, tighten financial discipline, and promote administrative reform. In addition, the city is leveraging information technology and expanding digital public services to facilitate taxpayer compliance.
As a key measure to boost land-related revenues, the municipal People’s Committee is actively implementing the city’s master plan, following its approval by the Prime Minister, to attract greater investment. At the same time, the city aims to optimize land use value by clearly identifying priority zones for urban, commercial, industrial, and high-tech agricultural development; increasing revenues from land-use conversion; issuing initial land-use certificates; and improving the efficiency of land and resource management.
According to Chairman of the Điện Biên Phủ city People’s Committee Nguyễn Quang Hưng, the city is proactively promoting land-use rights auctions and allocating land with usage fees. The focus is on accelerating site clearance for key projects and land auction areas, organizing investor selection processes, and completing infrastructure in auction zones and resettlement areas. The city is also reviewing undeveloped land to determine specific land valuations and initiate auction procedures in accordance with regulations.

Since the beginning of the year, Điện Biên Phủ city has substantially completed site clearance for two urban development projects aimed at generating land-related revenues: the Him Lam new urban area project (east of the 60-meter road) covering 18.89 hectares, and the urban-commercial service area in residential groups 17 and 18 in Him Lam ward, covering 4.8 hectares. These projects are expected to create modern, well-planned residential zones that meet local housing needs, while also enhancing the technical infrastructure of Him Lam ward and supporting Điện Biên Phủ’s transition to a class-II city.
In addition, Điện Biên province is working to expand the domestic market, develop e-commerce, boost tourism, and enhance the value of service industries. The province is also prioritizing the advancement of science and technology, fostering innovation, driving digital transformation, and developing a high-quality workforce to meet the demands of sustainable development in the new era.
With a well-planned strategy and a strong commitment to implementation from the outset of the year, Điện Biên province is poised to achieve major breakthroughs and acceleration in its socio-economic development efforts in 2025 - successfully fulfilling the objectives of the 2021-2025 term and laying a strong foundation for the 2026-2030 development period.
