His remarks were made during a working session with the Standing Committee of the Mường Ảng District’s Party Committee on Tuesday. The meeting addressed several key issues, including the district’s socio-economic development over the past seven months, the disbursement of public investment funds, the implementation of national target programmes, and the progress of the energy supply project using the national grid.
Also in attendance were Phạm Đức Toàn, Member of the Standing Committee of the Provincial Party Committee and Permanent Vice Chairman of the Provincial People’s Committee; and Lò Văn Mừng, Member of the Standing Committee, Head of the Provincial Mass Mobilisation Committee, and Chairman of the Provincial Fatherland Front Committee.
During the first seven months of 2024, Mường Ảng District reported significant achievements across various sectors. The district’s economy continued to grow, with the average income per capita reaching VNĐ34.5 million. Infrastructure investment was prioritised, and the restructuring of the agricultural sector yielded positive results. The district successfully completed adjustments to the general planning, detailed planning for Mường Ảng Town, and initiated general planning for building communes, as well as detailed planning for the centre of Búng Lao Commune.
Efforts were also concentrated on overcoming challenges, particularly in land clearance. By the end of July 2024, the district had disbursed over VNĐ77 billion, which accounts for 45 per cent of the planned budget for the three national target programmes.
The district placed a strong emphasis on building the Party and strengthening the political system, with effective efforts in Party membership development and the organisation of grassroots Party units. Notably, the district established a new Party cell within an enterprise and another in a village. All villages and neighbourhood groups now have independent Party cells, and 75 per cent of village heads and neighbourhood group leaders are Party members.
Regarding the rural power supply project, Mường Ảng District plans to construct 11 sections of medium-voltage lines, totalling more than 25.6 km; 11 substations with a combined capacity of 575 kVA; over 23.6 km of low-voltage lines beyond the substations; and the installation of 533 new electricity meters. This project is set to benefit 533 households in 12 residential areas across seven communes. Currently, the district has submitted the contractor selection plan for approval, marking a key step forward in the project’s implementation.
During the meeting, the provincial Party Committee requested Mường Ảng District to provide clarity on the reasons behind the delays in the macadamia plantation project, the pig farming project, and the forest plantation project for the biomass power plant, all of which have yet to be implemented. The Committee also urged the district to accelerate the compensation and land acquisition processes, as well as expedite the bidding procedures for design consultancy, which are crucial for tendering the construction packages of the rural power supply project connected to the national grid.
Additionally, the meeting addressed the need to review and strengthen personnel at both the district and commune levels in preparation for the upcoming grassroots and district Party congresses.
Permanent Deputy Secretary of the Provincial Party Committee Mùa A Sơn acknowledged the significant socio-economic achievements Mường Ảng District had made in the first seven months of the year. To ensure the attainment of the set goals and tasks, he urged the Standing Committee of Mường Ảng District’s Party Committee to continue enhancing the business investment environment, providing robust support for local enterprises, cooperatives, and business households.
He emphasised the importance of attracting more investment, fostering cooperation between farmers and businesses, and integrating these efforts with processing industries, trade, and services. Additionally, he called for practical solutions to overcome the delays in ongoing projects.
Regarding the rural power supply project using the national power grid in the district, he emphasised the crucial importance of completing the investment procedures promptly to ensure the project's timely and high-quality completion, in full compliance with legal regulations. He also underscored the need for effective leadership to swiftly address any difficulties or obstacles that may arise during the project’s implementation and to continue efforts to raise public awareness and garner community support for the project.
Earlier on the same day, Mùa A Sơn and the working delegation conducted a field inspection of the central market in Búng Lao Commune and reviewed the plan for the 35kV medium-voltage and 0.4kV low-voltage power lines of the rural power supply project in Chan 3 and Nặm Cứm Villages in Ngối Cáy Commune.
