Comprehensive reform
As the agency responsible for advising the provincial People’s Committee on administrative reform, the provincial Department of Home Affairs regularly supervises and guides agencies, units, and localities to implement administrative reform effectively. It also coordinates with departments, branches, districts, towns, and cities to review and analyze specific administrative reform indicators, identifying shortcomings and low indicators to develop solutions for improvement.
The provincial People’s Committee has launched strong administrative reform measures in many areas. Specifically, the provincial People’s Committee has issued decisions and plans to review and assess administrative procedures for 2025, with a total of 67 administrative procedures in 15 sectors, especially those related to investment, land, construction, and environment. This has simplified administrative procedures, shortening processing time from weeks to only a few working days. The province has updated and publicly amended 384 administrative procedures. Currently, there are 1,794 administrative procedures in effect in the province, with 1,405 procedures at the provincial level, 339 at the district level, and 168 at the commune level.
100% of the specialized agencies under the provincial People’s Committee, districts, and communes have established departments for receiving and processing results, ensuring they are equipped with adequate facilities and staffed by competent personnel. They have also proactively applied information technology in administrative management to help people, businesses, and investors easily track the progress of their documents, saving time and travel costs.
In terms of restructuring, the provincial People’s Committee has reviewed, adjusted, and supplemented the functions and tasks of internal organizational structures of agencies and units. This has led to significant changes in administrative reform work. The province’s administrative reform index for 2024 reached 88.23/100 (an increase of 0.21 points compared to 2023), marking the highest score ever. The level of satisfaction of citizens with the service provided by government administrative agencies reached 82.96% in 2024, ranking 40th out of 63 provinces (an increase of 2.86% and 9 places compared to 2023).

Creating a transparent and favorable environment
The focus on administrative reform has significantly impacted the investment attraction sector, creating an appealing environment for investors to implement projects in the province. The provincial People’s Committee has issued an action plan to implement Resolution No.02/NQ-CP dated January 8, 2025, by the Government on key tasks and solutions to improve the business environment and enhance national competitiveness in 2025 in the province. They have also approved the 2025 investment promotion program, which includes seven specific and practical activities designed to be effective and align with the province’s practical conditions. This will facilitate large domestic and foreign companies to explore, study, survey, and propose investment in major projects such as wind energy, electricity, and urban infrastructure.
One of the factors contributing to the investment attraction is the province’s focus on reviewing, cutting down, and simplifying administrative procedures to create a transparent and open business environment. Many administrative procedures have reduced processing times by 1-2 days, such as issuing business registration certificates for new businesses and shortening the time to register changes in business registration certificates. Many simplified procedures have been processed within the same day, helping businesses save time and costs.
Thanks to its efforts in administrative reform, Điện Biên has seen a significant increase in investment attraction. From the beginning of the year, the province has approved the investment plan for a 220kV transformer station project in Điện Biên with a registered investment of VND 293.798 billion. As of now, the province has approved 213 investment projects with a total registered capital of over VND 50.571 trillion, of which 128 projects have been completed and are operational, and 85 projects are under implementation with a total registered capital of over VND 36.840 trillion.
Building on the results achieved, the provincial People’s Committee continues to prioritize improving the investment environment, attracting investment resources, and developing economic sectors to achieve the province’s GRDP growth target of over 10.5% in 2025. The focus is on effectively implementing Resolution No. 12-NQ/TU dated July 29, 2021, by the provincial Party Committee on administrative reform and improving the investment environment, while enhancing provincial competitiveness in the 2021-2025 period, with an orientation towards 2030. The focus will be on improving the components of the indicators, increasing the ranking, and the PCI score each year. The province will create the most favorable conditions for investors to explore and cooperate in investing in the province, supporting businesses in digital transformation, green transformation, circular economy, and sustainable development. Efforts will be made to resolve difficulties for businesses, cooperatives, and household businesses. Investment promotion conferences will be organized in the province and in other provinces across the country to invite and attract domestic and foreign investors to fields such as tourism, resort, ecology, wind power, biomass electricity, hydropower, production forestry, cashew processing factories, and high-quality fruit processing plants.
