Under the firm direction of the Project Management Board of Infrastructure and Land Development in Mường Nhé district, key projects in the area are being focused on to expedite progress and ensure completion as planned. A notable project is the construction of the Mường Toong - Nậm Xả road in Mường Toong commune. This road, which spans over 11 km, is being built to the standard of a level VI mountain road, connecting National Highway 4H at Km29+760 with the center of Nậm Xả village at Km11+350.
The project aims to link National Highway 4H with several villages, including Ngã Ba, Yên, Nậm Xả, and further to Mường Tè district in Lai Châu province. This will facilitate trade, travel, and contribute to the development of the local economy, while ensuring national defense, security, and social order for the Mường Toong area and Mường Nhé district in general. Currently, construction has reached about 70% of the total volume, but the Project Management Board is directing all units to continue to accelerate the progress.

Nguyễn Hồng Thắng, Director of the Project Management Board of Infrastructure and Land Development in Mường Nhé district, confirmed: “Pushing forward the progress is an ongoing task, not only in the context of administrative restructuring. In 2025, Mường Nhé will launch 15 new projects, and the ongoing projects are near completion. Our goal is to ensure 100% of the allocated investment funds are disbursed in the final year of the medium-term investment period, ensuring no project is delayed due to the district-level restructuring.”
To accelerate the implementation of projects in the area, the provincial People’s Committee has instructed districts to focus on reviewing and prioritizing urgent projects, while addressing issues related to investment procedures, compensation, and land clearance. Coordination between departments and local governments has been strengthened to ensure a synchronized and efficient process for project implementation.
In Tuần Giáo district, the provincial People’s Committee has agreed on solutions to resolve issues related to land clearance for 13 major projects, including many important road construction projects, irrigation reservoirs, cultural and educational facilities, and transmission lines. Based on proposals outlined in Official Letter No. 614/UBND-NNMT dated April 11, 2025, the provincial People’s Committee has authorized Tuần Giáo district to develop appropriate support plans in accordance with regulations.

Specifically, households and individuals directly involved in agricultural production and dependent on the land to be reclaimed will receive support for vocational training, job conversion, and job-seeking. Cases involving land transfers, exchanges, or inheritance that were not conducted according to regulations will also receive flexible support to ensure their legitimate rights. For projects built on agricultural land, the provincial People’s Committee has specified the level of support based on the construction time and the legal status of the projects. Projects built before July 1, 2014, will receive the highest support, from 60% to 80% of the compensation value, depending on the conditions, while projects built after December 31, 2018, or those violating administrative regulations will not be supported.
Ngô Cương Quyết, Director of the Project Management Board of Infrastructure and Land Development in Tuần Giáo, said: “The support from the provincial government and various departments in resolving issues related to compensation and land clearance has created favorable conditions to implement projects on schedule. Once the land is cleared, we will continue to urge contractors to expedite construction, contributing to the economic and social development goals and preparing for the administrative restructuring of the district.”

With the administrative restructuring policy in place, the authorities of Điện Biên have instructed localities to intensify the implementation of key projects. This approach aims not only to complete public investment projects on time but also to create favorable conditions for the next stage of development after administrative restructuring. The provincial People’s Committee has instructed districts and cities to urgently review the entire list of ongoing projects, especially those funded by state budget and national target programs. The focus will be on urgent projects that directly impact people’s lives, such as transportation, education, healthcare, and social infrastructure. Localities are also expected to proactively coordinate with relevant departments to resolve issues in land clearance, investment procedures, and bidding processes to shorten timelines and improve the efficiency of implementation.
2025 is the final year of the medium-term investment plan, and the province has stressed the importance of avoiding delays in disbursing public investment funds to prevent resource waste. Accelerating the construction of projects will not only help achieve economic and social development goals but also ensure political stability, public order, and social security before and after the implementation of the administrative restructuring of communes and the elimination of district-level governance.
