Speaking on behalf of Điện Biên’s leadership, Secretary Trần Quốc Cường welcomed the delegation and provided an overview of the province’s strengths and opportunities. He emphasized that human resource development, vocational training, and job creation are top priorities, serving as both a goal and a driving force for the province’s growth. He also outlined the structure of Điện Biên’s education system, covering both vocational and general education.

During the meeting, representatives from leading Russian universities - including Cherepovets State University, G.V. Plekhanov University of Economics, Kuban State University, St. Petersburg University of Economics, Kazan Federal University, and Moscow State Law University - introduced their programs, strengths, and areas of expertise. They expressed a strong interest in welcoming Vietnamese students, particularly from Điện Biên, and in collaborating with the province to meet local training needs.

To enhance the quality of its workforce and meet labor market demands in Russia, Điện Biên hopes to strengthen cooperation with Russian universities in undergraduate, master’s, and doctoral programs; offer short-term training for administrators, teachers, and lecturers; and introduce Russian language courses in local schools and training centers.
The province also seeks support for scholarship programs for both undergraduate and graduate students, as well as annual seminars promoting study opportunities for Điện Biên’s high school students in Russia.

Additionally, both sides aim to collaborate on joint research and education projects, faculty exchanges-particularly in healthcare training- and initiatives in medical education and vocational training.
