Efforts to make innovative and creative actions
As one of the province’s leading educational institutions, in recent years, Him Lam Secondary School (Mường Thanh ward) has made its mark with many practical educational activities, clearly demonstrating an orientation towards innovation, technology application, and comprehensive competency development for students. For many years, the school has upgraded equipment in classrooms with a synchronous system of projectors, screens, speakers... to implement digital transformation. Teachers actively apply technology and conduct online lectures to improve lesson quality, helping students absorb knowledge more visually and vividly.
As the school’s Principal Cao Thị Đại shared: “To enhance digital capacity for teaching and learning, the school has mobilized from many social sources. From this foundation, the school promotes STEM education activities, helping students develop creative competencies. Currently, the facilities and equipment system ensure good service for the school’s educational tasks.”
In the 2025 - 2026 school year, the school continues to achieve many outstanding results in the movements of teaching well, learning well, experiential education, and fostering gifted students. The school made an impression with large-scale experiential activities, helping students practice necessary life skills. In addition, the “Dissemination - Heritage Education with AI” model was also creatively implemented, with over 1,100 students directly visiting, filming videos at historical relics, and visiting residential areas to experience Thái and Mông culture, and role-playing as “junior tour guides.” The combination of digital technology with experiential learning helps students develop creative capacity, presentation skills, and critical thinking - core qualities in the digital age.
In the 2024 - 2025 school year, the entire province had 485 schools and centers with over 207,000 students; the enrollment rate of children reached over 99% at all levels, and 382/463 schools achieved national standards. Despite many difficulties with terrain and facilities, these figures show the determination and correct direction of educational institutions in difficult regions.
In particular, the “Whole country emulates innovation and digital transformation” movement has become a highlight in the transformation journey of Điện Biên’s education. By the 2024 - 2025 school year, 100% of educational institutions in the province had completed the digital governance model, implemented electronic school reports, cashless tuition payments, and standardized industry data. The sector also organized online training classes on applying artificial intelligence (AI) for 100% of core officials and teachers, and successfully organized the “AI Festival” with Robotics performances and the opening of the STEAM Hub Library, receiving high praise from the Ministry of Education and Training and the provincial People’s Committee.
Initiatives like “Traffic-safe kindergarten,” “My vegetable garden,” “Friendly library,” and “Language support volunteers for children in difficult regions” have contributed to spreading the spirit of innovation throughout the sector, making the spirit of “real learning, real testing, real character” the core value in every school.
New motivation
Resolution No.71-NQ/TW dated August 22, 2025, from the Politburo identifies education and training as a “strategic breakthrough,” setting the goal of strongly innovating institutions, mechanisms, and policies, with special priority for mountainous, border, and ethnic minority regions. This is seen as a “push” for Điện Biên’s education to overcome long-standing “bottlenecks” in facilities, staff, and investment resources.
According to Phạm Ngọc Điện, Chairman of Sáng Nhè commune People’s Committee, when the resolution is implemented, remote areas will have more resources for synchronous investment in schools, classrooms, and boarding houses. “When conditions improve, the quality of education will surely rise, and students in difficult regions will have better learning opportunities, gradually narrowing the gap with the lowlands,” Điện affirmed.
One of the contents of Resolution 71 that officials and teachers are particularly interested in is: “Having special, outstanding preferential policies for the teaching staff; raising the professional preferential allowance for preschool and general education institutions to a minimum of 70% for teachers, a minimum of 30% for staff, and 100% for teachers in particularly difficult areas, border regions, islands, and ethnic minority areas...”
Trần Thị Phương, Principal of Tủa Thàng No.2 Kindergarten, Tủa Thàng commune, said: “What we teachers care about most are the special preferential policies regarding income and working conditions. When the professional allowance, especially in difficult regions, is raised, we will have more motivation to commit to the profession long-term. More importantly, it will also help attract many good teachers to the locality, helping to overcome the current teacher shortage.”
Parallel to policy, to realize the spirit of Resolution 71, the provincial Education and Training sector is implementing many strategic solutions such as: promoting digital transformation, applying AI in teaching, rearranging the school network, and building 10 inter-level boarding schools in border communes as directed by the Government. At the same time, it is prioritizing investment in permanent facilities to gradually eliminate temporary school sites and two-shift classes.
To date, 77% of classrooms in the entire province have been made permanent, but this rate is still low at remote school sites. Therefore, the effective implementation of Resolution 71 is expected to fundamentally remove the “bottleneck” of facilities, a foundational element for educational innovation in difficult regions.
On its development journey, Điện Biên’s education is also aiming to build a sustainable learning society, developing a network of community learning centers in all communes and wards. In 2024, the entire province organized nearly 2,500 community classes, attracting over 162,000 people to study vocations, technology transfer, healthcare, law, and the environment, contributing to spreading the “lifelong learning” spirit to every village and household.
Điện Biên’s education is transforming strongly in the spirit of Resolution 71 of the Politburo, taking innovation and creativity as the development focus. It is believed that when policies come to life, resources are invested synchronously, and people are at the center of all change, education will continue to affirm its position as both a driving force and a measure of sustainable development.
