After being informed by officers from the Mường Tùng commune Police about laws related to WES and the potential dangers of illegal possession, Mr. Ly A Chầu from Nậm Piền village became aware of his responsibility. On September 17, he voluntarily turned in one homemade rifle, three gas-powered guns, and three rifle barrels at the commune Police Station.

Witnessed by local Party and government representatives, Mr. Chầu expressed relief that the weapons had been properly collected to prevent risks to the community. He affirmed his trust in the police’s efforts to maintain public order and pledged to encourage his relatives and fellow villagers to comply with the law and help build a peaceful and safe living environment.
To achieve such positive results, the Party Committee and People’s Committee of Mường Tùng commune have directed relevant units to implement strong, coordinated measures to maintain public security and order. A key focus has been on raising awareness about laws governing WES through widespread grassroots communication. Residents have been educated about the serious consequences of illegal possession and use of weapons, thereby improving their legal awareness and compliance.

According to Mr. Nguyễn Quang Hợp, Chairman of the Mường Tùng commune People’s Committee: “To proactively prevent violations involving WES, the commune police have carried out numerous coordinated measures, especially public education, which has significantly changed people’s awareness and behavior. This has strengthened security and order in the locality.”
In the first six months of 2025, the Mường Tùng commune Police organized over 40 legal awareness sessions on WES management with more than 4,200 participants. They also had 1,724 households sign commitments not to manufacture, store, transport, use, or trade weapons, explosives, or fireworks illegally. In addition, 46 media articles and 22 broadcasts were released, and daily radio announcements were made across the villages. Through these efforts, residents voluntarily handed over 41 homemade guns of various types.

Similarly, on October 1, the Mường Pồn commune Police, in coordination with local organizations, held a community meeting in Pú Múa village with the participation of 85 residents. The meeting focused on government projects such as Project 06, fire prevention and control, traffic safety, and WES management. On this occasion, villagers voluntarily surrendered four guns, including one homemade gun, two gas-powered guns, and one PCP air rifle. Their cooperation not only enhanced public safety but also demonstrated civic responsibility and a collective effort to maintain community peace.
Mr. Nguyễn Văn Lương, Chairman of the Mường Pồn commune People’s Committee, stated that in the coming time, the local government will continue mobilizing community groups and law-enforcement forces to intensify communication, have residents sign commitments, and encourage voluntary surrender of weapons. At the same time, authorities will strictly handle cases involving illegal manufacturing, possession, or trade of WES.

Beyond Mường Tùng and Mường Pồn, many other localities have also actively promoted voluntary handovers of weapons and explosives. With the motto “Go to every alley, knock on every door, and check every household,” local authorities have implemented practical, community-based approaches. The police have played a core role, directly visiting villages to educate citizens, agencies, schools, and businesses about WES regulations.
These campaigns are not limited to formal meetings but are also integrated into regular community activities, allowing residents to voice opinions and deepen understanding. This close, people-oriented approach has encouraged an increasing number of households to voluntarily turn in weapons and explosives previously kept at home.
The results have significantly reduced illegal weapon possession and strengthened public security, contributing to safer, more harmonious communities. These efforts are laying the foundation for sustainable socio-economic development and bringing peace and happiness to the people of Điện Biên.
