These efforts contribute to firmly consolidating the “people’s heart posture,” creating an important foundation for socio-economic development associated with ensuring national defense and security in the area.
In December 2025, the Management Board for Project and Land Fund Development of Area 4 organized the power connection for the Sa Lông 2 village transformer station in Na Sang commune. This station belongs to the rural electrification project from the national grid within the “Lighting up Điện Biên” program. The transformer station has a capacity of 50kVA and supplies electricity to 40 households with a 35kV power line that is over 4km long and a low-voltage line system of more than 2km. The national electricity crossing the mountains and forests to reach the villages opens up faith and expectations for a more stable and sufficient life for the local people.
Cháng A Chua, who serves as the Secretary of the Sa Lông 2 village Party Cell in Na Sang commune, excitedly shared that life was previously difficult without electricity. Now the situation has changed because the Party and State invested in the national grid system, which has made the lives of the people and the appearance of the new rural area in the village more prosperous. With electricity, people can access information through television and radio programs to grasp useful knowledge, especially regarding changes in crop and livestock structures and the application of scientific and technical advances to production and cultivation.
Nà Bủng commune has a border line that is 38.433km long with a large area and complex terrain, which results in limited socio-economic development. The lives of a portion of the population, especially in border villages, still face many difficulties with a high poverty rate. Nguyễn Văn Tiếp, the Chairman of the Nà Bủng commune People’s Committee, stated that along with effectively implementing national target programs, Nà Bủng commune has focused on integrating and mobilizing resources to prioritize investment in essential infrastructure and livelihood support to narrow the development gap between the border area and other regions.
In 2025, Nà Bủng commune effectively implemented many community production development models focusing on crops with potential that are suitable for local conditions such as cinnamon, purple amomum, crunchy persimmon, and Tam Hoa plum. Simultaneously, the commune coordinated with the 379 Economic-Defense Corps to implement a commercial goose-raising model for 130 households, which contributed to diversifying livelihoods and increasing income for the people. Besides that, the commune also focused on building and repairing 79 houses for poor and near-poor households to stabilize their lives and create conditions for people to feel secure in labor and production.
From being a household that faced many difficulties regarding housing, Giàng A Vảng in Huổi Khương village now has a solid and spacious residence that ensures safety during the rainy season and stability for long-term activities. Giàng A Vảng shared that the new house not only helps his family improve their living conditions but also provides more faith and motivation to feel secure in labor and economic development to escape poverty sustainably.
It has become an annual activity that every New Year and Spring, the provincial Border Guard Command organizes the “Border spring warms people’s hearts” and “All-people’s Border Guard festive day” programs. In the border commune of Quảng Lâm, the programs took place vibrantly with many meaningful activities that attracted the participation of border guard officers, soldiers, and local residents. Through cultural exchange activities, the programs not only enrich the spiritual life of the people but also tighten the solidarity between the military and civilians while spreading a warm and exciting atmosphere in the border regions.
With the desire to contribute more resources to help people in the border commune of Quảng Lâm, the provincial Vietnam Fatherland Front Committee and the provincial Border Guard Command presented 600 gift sets to poor and near-poor households. They also organized health examinations, health consultations, and free medicine distribution for more than 300 people, which demonstrates the concern of all levels and branches for the lives of people in border areas.
Over the past years, under the close leadership of the provincial Party Committee, People’s Council, and People’s Committee, the lives of ethnic groups in the province and especially in border communes have been continuously improved. Social security and ethnic policies are implemented synchronously and effectively while the socio-economic infrastructure, especially essential infrastructure in border areas, continues to receive investment. Along with that, the political system from the province to the grassroots has been step-by-step consolidated and perfected.
During the 2015 - 2025 period, the province focused on directing all levels and branches to implement public investment projects in the border areas based on the central budget and local balancing. The focus is on implementing three National Target Programs on sustainable poverty reduction, building new rural areas, and socio-economic development for ethnic minority and mountainous areas.
Currently, 100% of border communes have car roads to their centers. The departments and units assigned to help border communes have carried out many activities to support equipment and implement production projects while providing breeding stock and livelihood models to help people escape poverty. This contributes to gradually eliminating hunger and reducing poverty while improving the material and spiritual lives of ethnic groups.
With the synchronous and drastic involvement of the entire political system and the consensus of the ethnic groups, Điện Biên province is step-by-step improving the quality of life in border areas. Through these efforts, the “people’s heart posture” is increasingly consolidated, which creates an important foundation to firmly protect national border sovereignty and security while promoting the socio-economic development of the province in the new stage.
