Điện Biên province has a 455.573km-long border with multiple remote and economically disadvantaged communes, where living conditions remain difficult and educational levels vary widely. Limited access to information and legal policies poses significant challenges for local communities.
With a proactive and responsible approach, the provincial Border Guard force has actively carried out the national project “Promoting the Role of the Military in Legal Dissemination and Education, and Mobilizing Citizens to Comply with the Law at the Grassroots Level (2021-2027).” To ensure the project’s effectiveness, all units have raised awareness of the importance and necessity of legal education, while constantly innovating content and methods to fit local realities and audiences.
Based on the specific conditions of each border area, border guard units have adopted flexible approaches, including: Organizing direct legal talks and consultations; holding law-related competitions and short plays; producing and distributing leaflets and booklets; and promoting legal awareness through social media channels and community-assistance programs.
At the same time, the force has strengthened legal education for its officers and soldiers through regular thematic training sessions, the model “One Question - One Answer per Week,” and the observance of “Law Day.” The popular “Border Guard Loudspeaker” model has been expanded, with thousands of easy-to-understand leaflets distributed to people in remote border villages.

Border posts have closely coordinated with local Party committees and commune authorities to design suitable and effective legal education plans based on residents’ needs and geographical characteristics. This cooperative approach has helped mobilize the combined strength of all forces, motivating people to actively engage in safeguarding border security.
From 2021 to 2024, the provincial Border Guard force organized 4,344 communication sessions with over 199,000 participants, focusing on raising vigilance, encouraging crime reporting, and preventing smuggling and illegal border crossings. The force also broadcast over 8,965 hours of radio programs, distributed thousands of leaflets, and installed 148 drop boxes for reporting illegal cross-border activities at commune offices and village cultural centers.
At the Huổi Puốc Border Post, responsible for managing a 41.8 km border section with 16 markers, Lieutenant Colonel Vì Văn Tiên, Deputy Political Commissar, shared: “Our unit has proactively advised and coordinated with local authorities to strengthen legal dissemination with methods suitable to local conditions. Since the beginning of this year, we have organized 41 sessions with 1,846 participants, covering Party policies, state laws, the National Border Law, the Vietnam Border Guard Law, and related decrees on border management. Thanks to these efforts, people’s legal awareness has improved, and they now promptly report any unusual activity to authorities.”
Mr. Thào Hồng May, a resident of Noong É village, Mường Nhà commune, said: “Through the border guard’s outreach programs, we now better understand legal regulations in border areas. Everyone in the village is more aware of maintaining order and cooperates closely with the border guards to protect the border.”
It can be affirmed that the efforts of the Điện Biên Border Guard force in promoting legal education have strengthened public trust in the force, reinforced the “all-people border defense posture,” and safeguarded peace and stability along the frontier of the Fatherland.
