To broaden access to social housing, Điện Biên is concentrating on establishing land funds, perfecting spatial planning, untangling site clearance bottlenecks, and attracting investment, while concurrently deploying policies regarding purchase, lease-purchase, rental, and preferential credit. Through these measures, the province is steadily augmenting supply, bringing social housing closer to eligible residents in need.
As a mountainous province lacking large-scale centralized industrial zones, Điện Biên’s demand for social housing does not center primarily on industrial factory workers, but stems predominantly from cadres, civil servants, public employees, armed forces personnel, laborers, and low-income earners. Most individuals in these categories earn stable incomes yet face severe hurdles in independently acquiring housing, particularly as urban land values in central areas rise sharply.
Under the Government’s Resolution No.07/NQ-CP dated January 12, 2026, Điện Biên must complete a minimum of 1,500 social housing units during the 2026 - 2030 period. In July 2026, the provincial People’s Committee enacted Plan No.6039/KH-UBND to implement Resolution No.07/NQ-CP, allocating social housing construction targets across five commune-level administrative units: Thanh Nưa commune with 500 units, Điện Biên Phủ ward with 450 units, Mường Thanh ward with 230 units, Thanh Yên commune with 220 units, and Sam Mứn commune with 100 units.
Executing the social housing construction scheme, the provincial People’s Committee approved investment policies for two projects: the Yên Trường hamlet Social Housing Project in Thanh Yên commune, and the New Urban Residential Area North of Hoàng Văn Thái - Khe Chít Road in Mường Thanh ward. In tandem, five other projects are undergoing study, formulation, or dossier finalization by prospective investors across Thanh Nưa commune, Sam Mứn commune, and Điện Biên Phủ ward.
To facilitate smooth public access to policies, the Department of Construction compiled the eligible beneficiary groups entitled to purchase, lease-purchase, or rent social housing. These comprise individuals with meritorious services to the revolution and relatives of martyrs; poor and near-poor households in urban areas; and low-income urban residents. Policy beneficiaries also include workers and laborers employed at enterprises and cooperatives; armed forces personnel; cadres, civil servants, and public employees; individuals who have surrendered official public housing; and households or individuals whose land was recovered without compensation in the form of replacement housing or residential plots. Effective July 1, 2026, individuals with two or more biological children were added to the beneficiary pool, alongside pupils and tertiary students eligible for social housing rentals.
According to Phạm Thị Thúy, Head of the Economics and Real Estate Division under the Department of Construction, delineating specific beneficiary categories helps citizens determine with precision whether they qualify, allowing them to prepare dossiers proactively and avoid redundant trips or premature submissions.
Notably, regarding social housing pricing, Điện Biên province has established a dedicated mechanism to reduce production costs. Under Resolution No.01/2025/NQ-HĐND dated April 28, 2025, passed by the provincial People’s Council, the provincial budget subsidizes 100% of costs incurred for compensation and site clearance, along with 100% of fees for construction permits, environmental impact assessment appraisals, and environmental license issuance, re-issuance, or adjustments. The Resolution explicitly stipulates that these subsidies cannot be factored into the selling, lease-purchase, or rental prices of social housing, meaning homebuyers directly benefit from provincial budgetary support.
To expand public access, the Department of Construction advised the provincial People’s Committee to enact Decision No.56/2025/QĐ-UBND dated September 15, 2025, permitting individuals residing 30km or more from their workplace to purchase or lease-purchase social housing. The department also issued policy guidelines and procedural instructions for social housing purchase and lease-purchase to communes, wards, and project investors. Concurrently, communes and wards were requested to review social housing demands among poor and near-poor households in rural areas to advise the provincial People’s Committee on appropriate support mechanisms. From assembling land reserves, clearing procedural hurdles, and funding site clearance to perfecting mechanisms for purchase, lease-purchase, rental, and preferential loans, Điện Biên is progressively establishing a synchronized policy framework to bring social housing closer to the people.
Nguyễn Minh Lượng, Deputy Director of the Department of Construction, emphasized that parallel to augmenting supply, the sector continues focusing on transparency, strict beneficiary verification, and the effective operation of information systems and databases covering housing and real estate markets. The ultimate goal is ensuring policies reach genuine demand, curbing illicit transactions or speculative exploitation of social housing, and guaranteeing that projects proceed on schedule to deliver housing stock to the public.
Intensifying the resolution of land, procedural, and capital difficulties while broadening policy accessibility establishes a foundation to settle housing needs for low-income earners, cadres, civil servants, public employees, the armed forces, and laborers. Consequently, social housing policies contribute significantly to addressing shelter requirements, establishing living stability, safeguarding social welfare, and elevating living standards for residents across the province.
