The work of arranging and using headquarters after the rearrangement has been carried out synchronously, ensuring economy, avoiding the waste of public assets, and better serving the operations of agencies, units, and development needs at the grassroots level.
Na Non commune was established on the basis of merging 2 communes: Na Son, Keo Lôm, and Điện Biên Đông town. The commune’s main headquarters is now located at the headquarters of the former Điện Biên Đông district Party Committee, People’s Council, and People’s Committee. After the merger, the Na Non Commune People’s Committee reviewed the redundant headquarters, then arranged and transferred them to agencies and units in the area based on actual needs. To date, the Na Non commune People’s Committee has allocated all 3 former commune headquarters to schools in the area for management and use.
Keo Lôm Kindergarten currently has 1 central school site and 7 satellite sites in villages with 399 students, of which 104 study at the central site, and the rest study at the village sites. Teacher Đào Thị Lệ Hồi, Principal of Keo Lôm Kindergarten, shared: “Previously, the central school site was on a hillside, the campus was narrow and steep, and the classrooms, administrative building, and functional rooms had to be built on split levels, which was very inconvenient for teaching and activities for teachers and students. The school had wanted to relocate for many years but lacked the land fund and budget. With the implementation of the 2-level government, the school submitted a proposal and was handed over the entire old Keo Lôm commune headquarters by the Na Son commune People’s Committee for management and use.”
Currently, the school’s new campus is spacious, convenient for transport, and has adequate infrastructure to expand functional rooms. The school is receiving investment to build 4 new standard classrooms, expected to be completed and put into use this November. The old commune headquarters office building will be renovated into an administrative area, meeting rooms, and other functional rooms.
After implementing the two-level local government model, the Điện Biên Phủ ward Police was newly established with a number of officers and soldiers 4 times larger than before. The unit also took over almost all the functions and tasks of the former Điện Biên Phủ city Police. Therefore, the need for a headquarters that could accommodate its work was an urgent issue.
In the context of lacking a land fund and new construction budget, the Điện Biên Phủ ward Police was handed over the headquarters of the former Mường Thanh ward Party Committee, People’s Council, and People’s Committee to use as a workplace.
Colonel Hoàng Trung Hà, Chief of the Điện Biên Phủ ward Police, said: “Although this facility does not meet the standards for area, it basically ensures the conditions to perform our assigned functions and tasks well. In addition, when we received the headquarters, we were also handed over a lot of equipment, tables, chairs, filing cabinets, and computers from the old ward, which helped save on new investment costs. Thanks to this, the ward police force quickly stabilized its organization, deployed its work, and ensured security and order in the area.”
To ensure the use and exploitation of public assets is synchronized and compliant with regulations, the provincial People’s Committee issued Decisions No.1278/QĐ-UBND and No.1280/QĐ-UBND on June 25, 2025, approving the plan for arranging, positioning, and handling public assets. The plans focus on managing houses, land, vehicles, work equipment, and especially the redundant headquarters after the rearrangement. Accordingly, the entire province currently has 98 redundant headquarters facilities after reorganizing the apparatus according to the 2-level government model.
Of these: 9 facilities were transferred to the provincial Police for management and use; 37 facilities (mainly schools) were handed over to the education sector; 40 facilities were allocated to the newly established communes and wards for use. Currently, 12 facilities are still being reviewed for handling according to the law. The process of arranging and handling the headquarters is carried out synchronously with the organizational apparatus work, ensuring it is tight, transparent, and compliant with public asset management procedures. The facilities are being utilized to the maximum for public purposes, limiting them from being left vacant, deteriorating, or lost.
In the coming time, the provincial People’s Committee will continue to review and evaluate the entire fund of state-owned houses and land, and from there, build a roadmap for their use and handling suitable for each type. The goal is to effectively exploit public assets, serve socio-economic development and the people’s lives, and at the same time ensure synchronicity in administrative reform and streamlining the apparatus according to the two-level local government model. The effective use of redundant headquarters is a measure of asset management, practicing economy, and discipline in public governance, aiming for a modern, effective administration that serves the people better.
