In initial discussions at the first scientific conference organized by the provincial People’s Committee in Điện Biên Phủ City, the viewpoint of constructing a new Trần Temple gradually replaced initial viewpoints of restoration. Thus, the second conference aimed to further discuss several issues: Verifying and affirming the authenticity of photos of the Trần Temple on A1 Hill, the possibility of finding more related documents; thoroughly discussing the necessity of constructing the temple; considering its location within the Điện Biên Phủ National Special Historical Site Master Plan; and outlining connections with the Điện Biên Phủ Battlefield Memorial and nearby relics.

Regarding the search and collection of information, documents related to the Trần Temple, the provincial Department of Culture, Sports and Tourism has collected six photos, four documents, and some materials related to the temple at the A1 Hill historical site. Additionally, 50 sets of documents (13 Hán Nôm - or Sino-Vietnamese - sets and 37 French sets) related to Điện Biên Phủ before 1942 are being translated into Vietnamese, currently stored at the National Archives Center No.1 in Hà Nội.

Delegates proposed and agreed on constructing the temple at Cháy Hill, a lower hill about 200 meters from A1 Hill, possibly part of the former Lạng Chượng Hill area. The chosen site is spacious with beautiful natural scenery, ensuring harmony with other constructions without affecting the original relic elements. Constructing the temple at Cháy Hill will create a continuous axis with the Điện Biên Phủ Battlefield Memorial and the A1 Martyrs’ Cemetery, forming a spiritual, memorial complex for heroes and national contributors.

In his speech, Asso. Prof., Dr. Trần Quốc Cường emphasized integrating the construction and restoration of the Trần Temple into the Điện Biên Phủ National Special Historical Site Master Plan, proposing the construction at Cháy Hill for competent authorities’ consideration. He called for maximizing the socialization policy for the project, including material and financial contributions from organizations and individuals.
Architecturally, he suggested restoring the temple gate to the highest extent based on archival photos, while ensuring the gate’s scale fits current conditions. The design should adhere to traditional architectural and sculptural styles of existing Trần Temples across the country, harmonized with local cultural and artistic traditions.

Regarding landscaping, he emphasized preserving and enhancing the existing greenery at Cháy Hill, creating a cultural space that aligns with the ecological surroundings, local cultural and historical traditions, and spiritual customs of the Northwestern - Điện Biên region.
