However, building and developing the community tourism model still faces many limitations due to a “bottleneck” in transport infrastructure.
Reality shows that despite possessing rich tourism resources, reaching Điện Biên remains a challenge for domestic and foreign tourists. The road system to Điện Biên requires passing through winding and treacherous mountain passes. The arterial routes, National Highway 279 and National Highway 12, although receiving attention, still frequently harbor risks of insecurity and landslides during the rainy and flood seasons, making the journey from the capital, Hà Nội, to the center of Điện Biên take 10 to 12 hours of continuous travel.
Many large travel agencies have shared, when participating in tourism survey trips in the province, that they very much want to build regular tours bringing guests to Điện Biên, but the long distance and the travel time taking up nearly half the journey reduce the destination’s competitiveness. According to the analysis of many experts at tourism promotion conferences for Điện Biên, logistics costs (intermediary costs) and travel time account for a large proportion of the decision to choose a destination. If transport infrastructure is not improved, it will be difficult for Điện Biên to compete with localities that have more convenient connecting systems, such as Lào Cai and Sơn La.
In the fourth dialogue session of the local dialogue round of the Vietnam Private Economic Forum (VPSF) 2026, held in Điện Biên province, based on actual surveys, many presentations pointed out that one of the four fundamental barrier groups limiting local economic development is transport infrastructure and high logistics costs. The concern about transportation does not stop at the gateway to the province but is present right on the roads leading to tourism villages. Many villages in remote and isolated areas are assessed as having potential, yet they cannot invest in developing community tourism due to transportation barriers.
It is not just recently that Điện Biên recognized and identified the importance of transportation for tourism development. In resolutions on socio-economic development, the province has frankly acknowledged transport infrastructure as one of the four core barriers limiting development. In fact, the province has clearly demonstrated the viewpoint that transportation is the “door” opening opportunities for economic development in general and the tourism industry in particular, through actively connecting, calling for investment, and implementing many solutions to improve transport infrastructure.
The upgrading and expansion of Điện Biên Airport have initially brought clear effectiveness, allowing large aircraft like the Airbus A321 to operate, directly connecting Điện Biên with the two economic hubs of Hà Nội and Hồ Chí Minh City. This is the important transport “lifeblood” helping the flow of international tourists and high-end segment guests easily access the heritage region.
The province has been drastically implementing the key project of the Sơn La - Điện Biên - Tây Trang Border Gate expressway (phase 1). With a total investment of over VND 23,000 billion and a length of about 48.3 km, the project, expected to commence in October 2026, will be a historic “push,” breaking the monopoly position and shortening the travel time from downstream provinces to Điện Biên. In addition, the province is researching a public-private partnership (PPP) model in managing and exploiting heritage tourism infrastructure according to Directive No.08/CT-TTg of the Prime Minister, to maximally mobilize socialized resources.
At the 2026 Điện Biên Province investment promotion conference, a representative of the investor - Sun Group - emphasized that the province’s continued prioritization of public investment for connecting routes between Điện Biên, Sơn La, Lai Châu, and the Tây Trang border gate, as well as the ongoing Sơn La - Điện Biên - Tây Trang Border Gate expressway, are the most important infrastructure driving forces. The unit proposed piloting the PPP model in heritage tourism based on the principle of harmonized benefits and shared risks according to the Prime Minister’s Directive No.08/CT-TTg in 2024, and including the Hà Nội - Điện Biên railway project in the investment research roadmap following the approved Regional Planning orientation.
In parallel with trillion-dong central projects, Điện Biên has skillfully integrated national target programs on new rural construction and socio-economic development in ethnic minority areas to upgrade “fishbone” roads leading into villages. Simultaneously, it maximizes internal resources and mobilizes strength from the community itself to improve local transportation.
In Lồng village (Quài Tở commune), with the orientation of developing community tourism, since 2024, the local government has paid attention to investing and improving community awareness about upgrading and preserving tourism infrastructure. Mùa A Sình, Head of the Lồng Village Tourism Management Board, shared that previously, people often considered ensuring transportation as the state’s job. But since receiving dissemination and support for tourism development in the village, the residents have clearly realized their role and proactively participated. Sình noted that the people have together opened nearly 500 meters of road to spots for watching the sunrise, cloud hunting, and viewing terraced fields; roads leading to the tiger cave; and built stairs to the dragon’s nose rock. To ensure convenient transportation for tourists, the people regularly repair and clear the road into the village, plant flowers, and create landscapes.
In Nặm Cứm village (Nà Tấu commune), the movement of self-management and repairing rural roads has become a beautiful trait in the community. People understand that only with good roads will there be tourists, and only with tourists will life be prosperous. The image of cadres and people together carrying stones, clearing drains, and planting flowers along the roads leading to community accommodations has become familiar, like an action “awakening” indigenous tourism.
In the resolution on tourism development for the 2026 - 2030 period, with an orientation to 2035, the province set a target striving to have at least seven community tourism destinations recognized as provincial-level tourist destinations, aiming to make Nà Sự village (Mường Chà commune) a typical model meeting ASEAN community tourism standards. The goal is that by 2030, community tourism destinations will contribute to serving 15 - 20% of the total number of tourists visiting the province.
To realize the tourism goals, the provincial People’s Committee has outlined 11 main tasks, emphasizing the continued synchronous investment in connecting infrastructure. This includes not only asphalt and concrete roads but also digital infrastructure, rest stops, and supplementary services along the routes. The province encourages organizations and households to participate in investing in technical facilities serving tourism in a sustainable direction, without destroying the natural landscape.
The transformation of Điện Biên’s transportation in recent years is not just a story of bridges and roads, but more importantly, a vision and aspiration to rise. From removing infrastructure bottlenecks with major expressway projects to awakening internal strength from the villages, the province is step by step opening the “door” of transportation, contributing to making Điện Biên a leading destination in the Northwestern region.
