Authorized by the leaders of the Party, State, and Government of the Lao PDR, Penkham Boutchanpheng, Member of the Central Committee of the Lao People’s Revolutionary Party, Secretary of the Bokeo provincial Party Committee, and Chairman of the provincial People’s Council, presented the orders to collectives and individuals of Điện Biên province.

Attending the conferment ceremony on the side of Điện Biên province were Lê Thành Đô, Permanent Deputy Secretary of the provincial Party Committee and Chairman of the provincial People’s Council; former provincial leaders; Members of the Standing Board of the provincial Party Committee; leaders of the provincial People’s Council, People’s Committee, and Việt Nam Fatherland Front Committee; representatives of leadership from provincial departments, boards, and sectors; along with honored collectives and individuals.

At the ceremony, the organizing panel of Bokeo province announced Decision No.042/CTN and Decision No.043/CTN dated March 13, 2024, of the President of the Lao PDR on conferring Orders on collectives and individuals of Điện Biên province with achievements and contributions to nurturing the friendly and cooperative relations between localities of the two countries Việt Nam - Lào.

Accordingly, the President of the Lao PDR conferred the Second-class Order of Freedom (Itsala) on Nguyễn Văn Thắng, Member of the Party Central Committee, Deputy Prime Minister, former Secretary of the Điện Biên provincial Party Committee, and former Head of the provincial National Assembly Deputy Delegation of Điện Biên province.

Conferring the Third-class Order of Freedom on: Lê Thành Đô, Permanent Deputy Secretary of the provincial Party Committee, Chairman of the provincial People’s Council, former Chairman of the provincial People’s Committee; Mùa A Sơn, former Permanent Deputy Secretary of the provincial Party Committee; Lò Văn Phương, former Member of the Standing Board of the provincial Party Committee, former Chairman of the provincial People’s Council; Giàng Thị Hoa, former Member of the Standing Board of the provincial Party Committee, former Vice Chairwoman of the provincial People’s Council; Phạm Đức Toàn, Member of the Standing Board of the provincial Party Committee, Head of the Organization Commission of the provincial Party Committee, former Permanent Vice Chairman of the provincial People’s Committee; Vừ A Bằng, Member of the Standing Board of the provincial Party Committee, Head of the Commission for Information, Education, and Mass Mobilization of the provincial Party Committee, former Vice Chairman of the provincial People’s Committee; and Lò Văn Tiến, former Member of the Executive Board of the provincial Party Committee, former Vice Chairman of the provincial People’s Committee.

In addition, the Office of the provincial Party Committee and the Department of Foreign Affairs of Điện Biên province were awarded the Third-class Order of Labor.

In a solemn atmosphere filled with the solidarity and friendship between Việt Nam and Laos, authorized by the leaders of the Party, State, and Government of the Lao PDR, Penkham Boutchanpheng presented the Third-class Order of Freedom and the Third-class Order of Labor to collectives and individuals of Điện Biên province.

Speaking at the ceremony, Lê Thành Đô emphasized: The conferment of noble awards by the State of the Lao PDR and Bokeo province on collectives and individuals of Điện Biên province is a respectful recognition of their practical, valuable contributions to the construction and development of Bokeo province over the past period.

Lê Thành Đô affirmed that this is not only a great honor and pride for the receiving collectives and individuals, but also a vivid testament to the great friendship, special solidarity, and comprehensive cooperation between the two Parties, two States, and the peoples of Việt Nam and Lào; while serving as a concrete, profound expression of the loyal, close-knit bond between Điện Biên province and Bokeo province.

In the coming time, Điện Biên province will continue working alongside Bokeo province to promote traditional solidarity and friendship, strengthen mutual cooperation and support, and contribute to building increasingly prosperous provinces while cultivating deep affection between the peoples of both provinces.
