According to a rapid report from Trần Quốc Cường, from July 31 to August 2, natural disasters across the province caused 10 deaths and 12 injuries; 554 households suffered damage, including 73 homes completely destroyed, mostly in Xa Dung, Tìa Dình, Na Son, Mường Luân, and Phình Giàng communes.
Many public works were severely damaged, including: 10 offices, schools, and medical stations; 14 irrigation and water supply facilities; 4 hydropower plants; over 500 transportation points; more than 205 hectares of rice and crops; and numerous cattle, fishponds, etc., swept away. Total estimated damage: VND 500 billion.

Immediately after the disaster, provincial leaders dispatched working groups to the scene to visit residents and direct recovery efforts. Under the “four-on-the-spot” approach, commune-level disaster response teams proactively implemented measures to cope and recover, especially in severely affected communes such as Xa Dung, Tìa Dình, Na Son, Mường Luân, and Phình Giàng.
Military, police, and local forces mobilized 1,257 personnel to access flash flood areas for search and rescue operations. All missing persons have been located; the injured were transported to medical facilities. Households that lost their homes or live in high-risk landslide areas were relocated to safe locations and provided with sufficient essential supplies, ensuring no one is left hungry or homeless.

At the meeting, the province requested the Government and the National Civil Defense Steering Committee to urgently provide VND 200 billion (USD 8.3 million) to restore essential infrastructure: roads, irrigation, water supply, relocation of residents from dangerous zones, and direct support for affected families.
For the long term, the province requested central support to build resettlement sites; upgrade inter-commune and inter-village roads; and construct Sabo dams in critical areas to prevent flash floods. They also called for investment in production facilities to restore livelihoods for residents.

In his concluding remarks, the Prime Minister expressed deep condolences and solidarity on behalf of the Party and State to disaster-hit communities. He commended provincial authorities and forces for their timely, focused response and praised local solidarity in assisting affected residents.
The Prime Minister directed the immediate allocation of VND 200 billion from contingency funds for urgent recovery, along with 100 tons of rice for flood-hit areas. For households with homes completely destroyed (80 households), the Government will provide VND 100 million each; for heavily damaged homes (241 households), VND 30 million each. The Ministry of National Defense will coordinate with the Ministry of Public Security to expedite housing construction for affected families.

Relevant ministries were tasked with supporting Điện Biên in restoring electricity, transport, healthcare, education, and telecommunications, as well as reviving agricultural production in a manner suited to local conditions.
For the long term, the Prime Minister requested population relocation from high-risk flash flood and landslide zones; reinforcement of transport and irrigation infrastructure; strengthened forest protection and afforestation; and agricultural restructuring to ensure sustainable livelihoods.
The Prime Minister also called on domestic and international organizations and individuals to support Điện Biên both materially and spiritually during this difficult time. Responding to this call, organizations and enterprises in the delegation pledged VND 18 billion in aid for disaster recovery.
