Steadfast organization, strong faith

ĐBP - The merger of commune-level administrative units is a major policy of the Party and State aimed at streamlining the organizational apparatus and improving the effectiveness and efficiency of the political system. However, after the merger, consolidating Party organizations at the grassroots level in the newly formed communes is a crucial and urgent task to ensure the Party’s comprehensive leadership from the grassroots, maintain political stability, and promote local socio-economic development.

Immediately after completing the mergers, many commune Party Committees across Điện Biên province demonstrated initiative and determination in strengthening Party organizations, swiftly stabilizing structures, and establishing a solid foundation to lead local governments to operate effectively. This is considered a fundamental factor in ensuring the Party’s leadership role as the political nucleus, helping the grassroots-level political system quickly return to stable and smooth operations.

In Pu Nhi Commune, one of the newly merged commune-level administrative units formed from the former Noong U and Pu Nhi communes, organizing the Party’s apparatus was identified as the top priority. The commune Party Committee quickly established new subordinate Party cells.

Nguyễn Xuân Đạt, Permanent Deputy Secretary of the commune Party Committee, said: “Our Party Committee currently has 38 Party cells with 560 members. Immediately after stabilizing operations, we quickly began reorganizing and consolidating our organizational model. In addition to the Party cells whose congresses were successfully held by the former Pu Nhi and Noong U commune Party Committees before July 1, we focused on guiding five newly established agency-based Party cells, the Party cell of the Party Committee Office, the commune People’s Committee, the military unit, the police unit, and the commune health unit, all of which completed their congresses on July 25.”

The 3rd meeting of the 1st Pu Nhi commune Party Committee discusses important issues related to consolidating grassroots-level Party organizations.

Preparations for the first Party Congress of Pu Nhi commune are also being carried out in a methodical and comprehensive manner. Nguyễn Xuân Đạt noted: “Right after the decision to establish the new commune Party Committee, the Standing Board concentrated its efforts, promoted solidarity and responsibility, and led the congress preparation work carefully and comprehensively to ensure progress, procedures, and quality in accordance with higher-level directives. We have now established subcommittees and focused on public communications in the run-up to the Party Congress.”

The Na Sang commune Party Committee was formed by merging four Party Committees, Mường Chà town, Na Sang, Ma Thì Hồ, and Sa Lông, with a total of 60 subordinate Party organizations and 1,278 Party members. Na Sang has closely linked organizational consolidation with personnel work. The commune Party Committee has strictly directed the evaluation of cadres in conjunction with reviewing and supplementing personnel planning. At the same time, the reassignment, appointment, and nomination of cadres have been carried out methodically to ensure appropriate placements that match capabilities with job requirements.

Na Sang commune successfully held its first Party Congress for the 2025-2030 term. Entering the new term, the commune Party Committee has clearly defined its direction and specific goals. The key task remains to continue reviewing and perfecting the streamlined political system apparatus for effective operation; implementing staff downsizing in conjunction with restructuring cadres and civil servants according to job positions. Notably, the Party Committee emphasizes building a cadre team with strong political will, professional competence, exemplary ethics, fairness, and responsibility in public duties. Alongside this, resolute implementation of the Party Central Committee’s resolutions and the provincial Party Committee’s plans on Party building and rectification is regarded as an ongoing mission. The Party Committee will focus on improving the quality of Party cell activities, renewing content and methods in connection with the specific tasks of each Party member, while firmly preventing and strictly handling any degradation in political ideology, morality, lifestyle, or manifestations of “self-evolution” and “self-transformation.”

The transformation in grassroots-level Party organization after the merger is evident even at the Party cell and village levels, the closest connection to people’s daily lives. Lường Văn Phương, Head of Hin 2 village in Na Sang commune, shared: “In the past term, with support from the Party and State, Hin 2 village was comprehensively invested in with electricity, roads, schools, and health stations. The people are happy and excited. Entering the new term, with the streamlined organizational apparatus, we have complete trust in the leadership of the Party and State. The village’s solidarity is maintained, and everyone actively supports new policies.”

One of the greatest successes of the commune-level administrative unit merger is not only streamlining the apparatus and saving the budget, but also strengthening the Party’s leadership role at the grassroots level. Party committees such as those of Pu Nhi and Na Sang, along with many others, have excelled in this role by improving the quality of Party cell activities, renewing content and forms, and linking them with the functions and specific duties of each cell and Party member.

The process of merging and consolidating grassroots-level Party organizations has posed many new requirements, demanding quick and flexible adaptation from cadres and Party members. Yet, within these challenges, we have witnessed the strong and determined transformation of grassroots-level Party Committees, the “political lifeblood” and the “foundation” for comprehensive local development. The most important outcome after the merger is that Party organizations remain strong, more closely connected to the realities of people’s lives and local socio-economic development needs. This forms the crucial foundation for grassroots-level Party organizations to stride confidently into the new term, worthy of their role as the political nucleus at the grassroots level, leading the government and people to successfully achieve comprehensive and sustainable development goals.
