Following Conclusion No.01-KL/TW on continuing the implementation of Directive No.05-CT/TW, the province has consistently and effectively organized educational, awareness-raising, and communication campaigns. These efforts have been adapted to suit a broad audience, from party members to ordinary citizens, through flexible formats, including the use of technology, the internet, and social media. Over the past 10 years, 86 official documents have been issued by the Standing Board of the provincial Party Committee, the Commission for Information, Education, and Mass Mobilization, and the provincial government to guide and promote the implementation of the directive.

With a practical and results-driven motto, the study and implementation of specialized topics related to Hồ Chí Minh’s thought have been seriously conducted from the provincial level to the grassroots. Formats such as in-person and online conferences for key personnel, as well as integration into regular meetings of Party cells and government units, have enhanced outreach and engagement.
Điện Biên has emphasized innovation and creativity in promoting this directive. The campaign has been rooted in the principle that Party members should take the lead, particularly in tackling difficult issues, thus inspiring the public to join in. The Standing Board of the provincial Party Committee identified breakthroughs to drive change, specifically, by improving regulations, clarifying individual responsibilities (especially for leaders), and transforming leadership styles and working practices. Agencies and organizations across the province were required to choose specific focus areas to drive progress in implementing Hồ Chí Minh’s example.

As a result, 100% of heads of Party committees, government bodies, and agencies across the province developed personal action plans aligned with their responsibilities. These plans demonstrate commitment, creativity, and a willingness to innovate, take initiative, and be accountable. Many officials have proactively engaged in dialogue, addressing public concerns and responding to citizens, businesses, and Party members. In places where Party leadership is close to the grassroots and leaders take decisive action, the implementation of the directive has seen vibrant, creative, and effective models with tangible societal impact.
The province has held 2,296 conferences to disseminate Directive No.05 and Conclusion No.01; 602 thematic full-term workshops; and 1,796 annual thematic discussions, with over 95% of Party members regularly participating. Party committees have closely linked these study efforts with the implementation of Central Resolutions XI, XII, XIII and Conclusion No.21-KL/TW (October 25, 2021), helping Party members strengthen their revolutionary ethics, political awareness, and resistance to individualism, opportunism, and materialism.

From the grassroots level, Party organizations have established and expanded successful models, shifting the campaign from theoretical study to practical application, resulting in real benefits for the community. Many innovative and effective models, focused on administrative reform, economic development, and public security, have been sustained and replicated.
Notable examples include the provincial Police Party Committee, which has launched practical initiatives tailored to its mission, such as “Điện Biên police officers studying and following Hồ Chí Minh’s example” and the campaign “Each day, a good deed for national security and the people’s happiness.”
In the former Mường Chà district, Party committees promoted community-based agricultural models like pineapple cultivation in Na Sang and green gourd farming in Nam Dương cooperatives, creating jobs and increasing incomes. In the former Nậm Pồ District, inspiring movements such as “One good deed each day,” “Grassroots civil mobilization teams,” the “Volunteer weekends” campaign, the “Water for Students” program, and the “Save two thousand dong daily for education” initiative have taken root. Meanwhile, the former Tủa Chùa district has focused on the “One product per commune” program and promoted OCOP tea products rated 3 stars in 2019.

As for individual role models, studying and following Uncle Hồ’s example begins not with grand gestures, but with small, practical actions that benefit the village, community, and everyday life.
One such individual is Mr. Tao Văn Son from Cấu village, Mường Chà commune. A shining example of industriousness and creativity in poverty reduction, his family earns nearly VND 600 million annually through raising pigs, fish, poultry, milling services, and freight transport. “If you have the will, nothing is impossible,” Son shared. “To achieve what we have today, I reclaimed and improved hillsides, built livestock facilities, and developed a VAC model. If I didn’t know something, I learned, from successful farming models, from the radio, newspapers, or community training programs.”
It’s clear that by turning the teachings of Hồ Chí Minh into concrete, practical action, Điện Biên has fostered a strong sense of responsibility and transformation among all levels of Party organizations and public bodies. This in turn strengthens public trust in the Party and government and bolsters the unity of the entire population. Such a foundation is key to ensuring the province’s continued socio-economic development, national defense, and long-term progress.
