Provincial leaders gather to provide input on socio-economic draft report

ĐBP – On October 25, Lê Thành Đô, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, and head of the drafting for the report on socio-economic affairs, chaired a meeting to discuss and contribute ideas to the Draft Political Report on socio-economic fields, which will be used to prepare the political report for the 15th Provincial Party Congress, term 2025 - 2030. Giàng Thị Hoa, Member of the Provincial Party Standing Committee and Vice Chair of the Provincial People's Council, also attended the meeting.

The detailed outline of the political report for the 15th Provincial Party Congress (socio-economic sector) consists of two parts. The first part evaluates the situation and results of implementing the resolution of the 14th Provincial Party Congress, term 2020 - 2025, including: results of implementing the "three strategic breakthroughs," key programmes and projects; socio-economic development results; an overall assessment, causes, and lessons learned. The second part focuses on the orientations, goals, key tasks, and major solutions for the five-year term 2025 - 2030, including: forecasts of the situation; objectives; key focal and breakthrough orientations; major policies and solutions.

At the meeting, delegates from various departments, sectors, and members of the draft report preparation team discussed and provided input on the structure and specific content by field in the detailed outline. Some opinions focused on evaluating rural transport criteria; the section on key focal and breakthrough orientations should supplement with exemplary models of concentrated raw material areas. The fields of industry, trade, and import-export have followed the outline but lack detail. Regarding orientations, goals, tasks, and solutions for the 2025 - 2030 period, some opinions suggested removing the target for determining industrial value, not including it in the congress resolution’s indicator list; the focus should align with provincial and central government planning to propose specific orientations and tasks.

A representative from the Department of Transport provides input on the transportation sector in the draft political report.

Chairman of the Provincial People’s Committee, Lê Thành Đô, acknowledged the opinions of the members of the draft preparation team and representatives of various departments. He requested that the draft preparation team closely follow the outline approved by the Document Subcommittee, the issued resolutions, and base it on the actual situation, projected tasks, and estimated results for 2024 and expected outcomes for 2025. Regarding the assessment, there should be a focus on evaluating trends and set goals, with supporting data; review and reassess the existing issues, limitations, and causes in each field.

For the directions, goals, key tasks, and solutions for the five-year period from 2025 to 2030, it is necessary to align with the province’s planning objectives; identify the key focal points of each sector, and provide suggestions related to implementing the “three strategic breakthroughs” in each sector. The Chairman of the Provincial People’s Committee assigned the Department of Planning and Investment and the Office of the Provincial People’s Committee to assist the team in compiling, drafting, and completing the contents by 28th October at the latest.
