Nậm Pồ makes efforts in handling corruption and misconduct

ĐBP -  Enhancing the leadership capacity, combativeness, and exemplary pioneering role of Party organizations and members is among the practical and effective measures being implemented by the Nậm Pồ district’s Party Committee to strengthen the Party’s leadership in the fight against corruption and misconduct.

Recognizing the prevention and control of corruption and misconduct as an essential and ongoing task in Party building and political system reform, the district’s Party Committee has focused on strict implementation of regulations issued by the Party and the State. Following guidance from central and provincial authorities, Nậm Pồ has issued a series of directives to strengthen communication and public legal education on anti-corruption - targeting Party members, government staff, and the general public through multiple channels.

The district ensures transparency and accountability in recruitment, personnel planning, training, appointments, rewards, and disciplinary actions involving officials and public employees. It has effectively implemented Plan No.44-KH/HU, issued by the Standing Board of the district’s Party Committee, on rotating leadership and management personnel for the 2021 - 2025 period. It has also enforced Government Decree No.59/2019/ND-CP detailing the implementation of the anti-corruption law, while deploying professional staff to key management sectors and priority areas.

In 2024, the Standing Board of the district’s Party Committee provided opinions on appointments, reappointments, and nominations for 98 leadership positions in district-level agencies. One cadre under the board’s management was reassigned following disciplinary action. Additionally, 29 new members were approved or appointed to leadership roles within affiliated Party organizations.

The district’s Inspection Commission of Nậm Pồ supervises local implementation in Nà Bủng commune.

The Nậm Pồ district’s Party Committee has directed agencies and units to ensure the effective implementation of annual asset and income declarations. In 2024, 75 organizations completed their filings; 13 individuals submitted first-time declarations; and 243 individuals filed annual declarations. The district’s Party Inspection Commission received declarations from 259 Party members under its management, conducted verifications for 19 individuals, and issued conclusion notices for 10 cases.

Party committees at all levels have strengthened inspections and supervision, viewing them as key tools in preventing and addressing corruption. During the year, the Standing Board issued 9 documents related to inspection and oversight, and carried out reviews of leadership and compliance with Party and State anti-corruption policies at three Party organizations and four Party members.

The district’s Inspection Commission conducted financial audits at three Party organizations and supervised three others, along with one Party member, focusing on the implementation of working regulations, principles of democratic centralism, personnel management, and oversight of the electricity subsidy program for poor and policy-beneficiary households. These efforts have enabled timely detection and resolution of challenges at the grassroots level.

To ensure efficient and effective use of public funds, the Standing Board has instructed district-level units and commune-level People’s Committees to rigorously implement provincial guidelines on budget management. Measures include strict adherence to cost-saving principles in recurrent expenditures, cutting unnecessary costs to allocate resources toward development investment. Financial revenues and expenditures, social fund contributions, land management, public investment projects, asset procurement, and the handling of complaints and denunciations are all publicly disclosed, allowing citizens to participate in monitoring and feedback.

Thanks to these coordinated and decisive measures, no major or complicated corruption-related cases have occurred in Nậm Pồ. Moving forward, the district will continue to promote public awareness of the anti-corruption law and the law on thrift practice and anti-waste; enhance the quality of inspections, complaint handling, and oversight; implement grassroots-level democracy; ensure transparency in financial operations and accounting; and strictly follow regulations on personnel appointments, rotations, and public investment processes - including open and lawful procurement practices.
