Many officials, despite not meeting the required standards, have made the decision to prioritize the common good, contributing to the creation of an increasingly effective and strong administrative system.
Having dedicated over 20 years to social work, Lò Văn Song (born 1970), Deputy Secretary of the Na Sang Commune’s Party Committee, is a devoted official who has held many important positions, always emphasizing his responsibility for the development of his locality. Song shared: “I have completed my high school program, hold a diploma in political theory, and am currently pursuing a law degree at Thái Nguyên University through a part-time program, but I am only in my second semester. Since I have not yet met the required standards, I proactively submitted a request to retire early, allowing the locality to better arrange its personnel.”

Although there has not yet been an official decision from the local government, Song’s voluntary decision to retire demonstrates his open-mindedness and his commitment to putting the common good before personal interests. This move enables the locality to better plan and assign qualified, capable young officials who can meet the demands of new tasks.
Similarly, Lò Văn Hùng, Chairman of the People’s Committee of Mường Tùng commune (Mường Chà district), despite not meeting the academic qualifications for his position as he has not yet obtained a university degree, has completed his program and is expected to graduate in June this year. In the context of nationwide efforts to streamline the administrative apparatus, with many communes potentially being merged, he found himself concerned. However, rising above personal thoughts, Hùng calmly accepted the situation and expressed his willingness to comply with the party’s decisions. For him, contributing to the strengthening and improving the efficiency of the local administrative apparatus is both a responsibility and a passion for an official who always places the common good above all. “I see this as an important transitional phase that requires unity and responsibility from each official and party member. If assigned to a new role, I will continue to contribute; if the organization adjusts, I fully respect and agree with them,” he added.
Currently, Mường Tùng has 21 officials, with 7 not yet holding university degrees. Prior to receiving specific guidance from higher authorities, the officials remained focused on their duties. Should they fail to meet the required standards in the future and have to temporarily halt their work, they are ready to accept the party’s reorganization decisions.
Recently, Mường Chà district has provided opportunities for officials and civil servants to engage in training to meet the required qualifications for their positions and political standards. However, many local officials still do not meet educational and political standards.

Hoàng Văn Nguyên, Head of the Mường Chà district Party Committee’s Organization Sub-commission, stated: “Since 2022, the district Party Committee has issued Official Letter No.502-CV/HU requiring party committees, local authorities, agencies, and heads of units to address shortcomings in staff reviews and improve their high school education qualifications. Accordingly, officials, civil servants, and party members, especially those in office or in the staffing plans who lack the required qualifications, should plan and create opportunities for learning. By September 2024, the district Party Committee issued Official Letter No.1218-CV/HU to review the leadership staff at all levels in the district who do not meet the required standards for positions and political qualifications. As of now, there are more than 30 cases in the district that have not met the required educational standards (some cases have been approved for retirement). For those who do not meet the required qualifications, Mường Chà will review and propose appropriate assignments or provide support in accordance with the policies of the Party and State.”
After the merger, the local administrative apparatus will undergo significant changes in terms of functions, duties, powers, and organizational structure. In response to these new requirements, the proactive, positive spirit, and high consensus from Mường Chà district’s officials and civil servants are crucial. This is a key foundation for the locality to implement effective planning, assign qualified young officials with the necessary skills, and thereby enhance the effectiveness and quality of local government operations during this challenging transition phase.
