Huổi Chạ 1 and Huổi Chạ 2 are two highland villages in Mường Nhé commune that previously shared a single water source with limited flow, failing to meet daily needs especially during the dry season. Based on voter petitions, the commune People’s Council worked with specialized agencies to assess the actual situation and agreed that the people’s feedback was accurate and necessary. Consequently, the council requested the commune People’s Committee to submit a proposal for investing in and upgrading irrigation and domestic water works. To date, these petitions have been resolved by competent levels, meeting the water needs of the residents in both villages.
Tạ Văn Sơn, Secretary of the Party Committee and Chairman of the Mường Nhé commune People’s Council, noted that in highland areas where life remains difficult, the commune receives many petitions annually regarding essential issues such as transport infrastructure, water, production, and social security. For petitions within their jurisdiction or those transferred to functional branches, the standing board of the commune council and its delegates continue to monitor and supervise the progress. This serious approach to resolving constituent concerns has created high consensus and received positive evaluations from the people.
July 12, 2025 marked an important milestone for 66 households and 340 residents of Huổi Háo village in Búng Lao commune, as they officially gained access to the national power grid after years of waiting. Through resources from the “Bừng sáng Điện Biên” program, the village was invested with a synchronous power system including over 3.5km of 35kV medium-voltage lines, 0.4kV low-voltage lines, and a transformer station to ensure safe and stable electricity for daily life and production.
Tạ Mạnh Cường, Secretary of the Party Committee and Chairman of the Búng Lao commune People’s Council, shared that using the national grid was a legitimate aspiration of the people. Following petitions gathered during voter contact sessions, the commune council coordinated with relevant agencies to propose investments and step-by-step remove difficulties. The completion of the project has improved living conditions and consolidated the trust of voters in the local Party Committee and authorities.
By promoting the role of elected representatives, People’s Councils at all levels across the province have proactively received and reflected many legitimate aspirations to competent authorities. For the 2021-2026 term, the councils have synthesized thousands of petitions focusing on infrastructure, culture, administration, and environmental resources. In 2025 alone, provincial People’s Council delegates organized voter meetings at 17 locations with over 2,800 participants, gathering 542 petitions. The standing board then transferred these to the People’s Committees or functional agencies for resolution, addressing urgent practical issues and meeting the people’s needs.
Beyond voter contact, oversight activities have been innovated in content and method. During the 2021-2026 term, the provincial People’s Council and its boards organized 31 specialized oversight missions, comprehensively evaluating the performance of various levels and sectors. These missions identified the causes of existing limitations and clarified the responsibilities of the provincial People’s Committee and related units. On this basis, the provincial council recommended that competent levels consider and resolve 439 petitions, with the resolution rate after oversight reaching over 96%.
