The agenda included discussions on the plan to restructure agencies and units within the province’s political system in accordance with directives from the Central Steering Committee and the provincial Party Committee regarding the implementation of Resolution No. 18-NQ/TW, dated October 25, 2017, of the 12th Central Party Committee. The meeting also reviewed the first draft of the political report to be presented at the 15th provincial Party Congress (2025-2030) and received a briefing on the outcomes of the January 2025 working session of the 13th Central Party Committee.
The provincial Party Committee approved the plan to streamline and reorganize agencies within the province’s political system, as proposed by the Standing Board of the provincial Party Standing Committee. Under this restructuring, the number of provincial-level committees will be reduced by two; 13 divisions and equivalent units will be eliminated; and one additional grassroots-level Party Committee will be established. Specifically, at the provincial level, two committees and seven divisions will be dissolved. At the district level, one additional Party Committee will be formed, while six divisions will be cut.

As part of the restructuring of specialized agencies under the provincial People’s Committee, the number of provincial departments will be reduced to 14 (a decrease of 5); and the number of divisions within these departments will be cut to 83 (a decrease of 34, equivalent to 29%). The number of sub-departments will be reduced from to 7 (a decrease of 3 as four sub-departments will be dissolved and the Market Surveillance Sub-Department will be transferred from the Ministry of Industry and Trade). The number of public service units under provincial departments will be cut to 70 (a reduction of 27, equivalent to 27.8%, including the transfer of district-level health centers from the provincial Department of Health to the district-level People’s Committees). Two new public service units will be established directly under the provincial People’s Committee, namely Điện Biên Phủ University and the Center for Investment, Trade, and Tourism Promotion.
At the district level, specialized agencies under district-level People’s Committees will be standardized to 10 divisions, with the Division of Ethnic and Religious Affairs only being maintained in districts and not in town or city.
The provincial Party Committee largely endorsed the first draft of the political report to be presented at the 15th provincial Party Congress (2025-2030). The Standing Board of the provincial Party Committee was assigned to incorporate feedback from senior retired officials, intellectuals, scientists, and representatives of various social groups to refine the document before its formal submission.

At the meeting, Mr. Mùa A Vảng, Alternate member of the Party Central Committee, Member of the Standing Board of the provincial Party Committee, and Chairman of the Vietnam Fatherland Front Committee of Điện Biên Province, delivered a briefing on key outcomes from the January 2025 working session of the 13th Party Central Committee.
The provincial Party Committee approved the request of Mr. Lò Văn Tiến, Member of the 14th provincial Executive Board of the provincial Party Committee and Vice Chairman of the provincial People’s Committee, to step down for health reasons.

Speaking at the meeting, Mr. Trần Quốc Cường emphasized that restructuring and streamlining the organizational system is a highly complex, sensitive, and challenging process that directly impacts individuals within the system. He highlighted that, as Party General Secretary Tô Lâm stated, this is a major reform requiring unity, determination, and even sacrifices from Party members and officials, alongside the strong commitment of the entire Party and political system, especially heads of Party committees, authorities, the Vietnam Fatherland Front, and mass organizations at all levels.
The provincial Party Committee commended and recognized the efforts of local Party organizations, authorities, the Vietnam Fatherland Front Committee of the province, and provincial agencies in implementing the restructuring plan. The provincial Party Secretary urged all levels of Party committees, authorities, and mass organizations to enhance their responsibility, maintain consensus, and ensure effective implementation of the restructuring process. The Standing Board of the provincial Party Committee was assigned to lead the provincial Party Committee’s Organization Commission in carrying out the next steps in compliance with regulations.

He also called on all Party organizations and government bodies within the province to promptly implement the resolutions adopted at this meeting, ensuring the highest level of political commitment. The restructuring process is expected to streamline the organizational system and exceed targets set for 2025, contributing to the successful implementation of the 14th provincial Party Congress’s Resolution and creating momentum for the upcoming 14th National Party Congress (2025-2030).
