Điện Biên lays political foundation in enterprises

ĐBP - Focusing on the development of Party members and Party cells in private enterprises is one of the key tasks identified by the Điện Biên provincial Party Committee for the 2020-2025 term. This approach not only demonstrates the Party’s attention and leadership role in the private economic sector but also contributes to establishing a solid political foundation that accompanies sustainable business development.

Upholding the spirit of the Central Party Committee and the provincial Party Committee’s directives on building Party organizations and Party membership in non-state enterprises, grassroots-level Party committees throughout the province have proactively implemented various measures. These range from conducting surveys, assessing the labor force and employers, to mobilizing and persuading business owners to support the establishment of Party cells.

With flexible and adaptable methods, the province currently has 40 grassroots Party organizations within private enterprises, an increase of 25 organizations compared to the beginning of the 2020-2025 term. Many Party cells, after being established, have effectively served as the political nucleus at the grassroots level by uniting the workforce, raising awareness of legal compliance and professional ethics, and encouraging active participation in local social welfare activities.

For instance, the Huổi Vang - Thành Bưởi Party cell under the Na Sang commune Party Committee was only established in January 2024. Yet, it quickly stabilized its organizational structure and brought Party activities into regular order. Notably, in the challenging environment of hydropower exploitation, with geographical, human resource, and production scale difficulties, the Party cell has persistently upheld Party activity principles and maintained close ties with local Party committees and authorities.

Alongside the establishment of Party cells, Party membership development in private enterprises has also received special attention from the Party committees at all levels. The process of identifying and fostering candidates for Party admission is integrated flexibly into labor management, performance evaluations, and discipline enforcement. Many businesses have proactively coordinated with higher-level Party organizations to develop plans for Party membership development, nominating individuals to attend political awareness training classes in accordance with the required procedures and standards.

At the Hoa Ba Education and Service Trading Co., Ltd. Party cell (under the Mường Thanh ward Party Committee), Party membership development is always identified as a central task in Party building. Each year, the Party cell actively coordinates with mass organizations in the enterprise, such as the trade union and youth union, to identify and train outstanding individuals. Through labor emulation movements, social activities, and political education sessions, the cell provides opportunities for individuals with strong moral character and professional competence to be trained and challenged, allowing them to gradually mature and meet the criteria to join the Party.

Nguyễn Chí Ba, Party Cell Secretary and Director of Hoa Ba Education and Service Trading Co., Ltd., shared: “We always consider Party building in the enterprise not merely the task of the Party cell but a responsibility that must be spread throughout the organization. When every employee understands their responsibility and the role of the Party, they will take the initiative to improve and strive for excellence. This is also a crucial condition for us to build a workforce that is both dedicated and professional.”

Thanks to a methodical and practical approach, each year the Hoa Ba company’s Party cell admits from 2 to 3 new Party members or more. Currently, the Party cell has 15 Party members and nearly 60 outstanding youth union members.

Although there have been positive developments, the building of Party organizations and the development of Party members in private enterprises in the province still face numerous challenges. According to the provincial Party Committee’s assessment, several factors contribute to this situation. Notably, some Party committees and business owners have not truly prioritized the establishment of Party organizations or the development of Party members. Additionally, many small enterprises operate seasonally with a small workforce, making it difficult to develop Party membership and establish Party organizations.

To address these limitations, the provincial Party Committee has proposed several specific and focused solutions. Among them is the directive for advisory bodies and Party committees at all levels to intensify propaganda efforts and raise awareness about the role of Party organizations in enterprises. It has also been clarified that Party organizations do not replace executive and management tasks but serve as political anchors, providing ideological direction, moral guidance, and fostering a sense of responsibility in production and business activities.

At the same time, the province continues to review and closely manage the number of Party members working outside the state sector to implement appropriate sourcing strategies. Models such as joint Party cells and temporary Party cell meetings are encouraged. Qualified and competent individuals are being selected to serve as Party cell secretaries, ensuring that Party organizations truly fulfill their role as political nuclei within private enterprises.
