Vocational training should be linked with job creation

ĐBP - Recognizing that vocational training tied to employment plays an important role in sustainable poverty reduction, Điện Biên province has in recent years implemented a wide range of solutions, focusing on training programs that closely meet practical needs.

As a result, many rural workers, especially in remote and mountainous areas, have not only been equipped with knowledge and vocational skills but also gained access to stable job opportunities, contributing to local economic development.

For many years, Điện Biên has identified vocational training and job creation for rural workers as a key task associated with the goals of sustainable poverty reduction and new rural development. Resolutions, programs, and plans have been issued in a timely manner, with mechanisms and policies tailored to local conditions. The province has directed authorities at all levels to coordinate closely in assessing labor demand, developing training programs suited to actual conditions, and giving priority to workers from poor households, near-poor households, policy families, and ethnic minority youth.

At the same time, the dissemination of Party’s guidelines and State’s policies on vocational training for rural workers has been strengthened. Vocational training activities have been consolidated and improved in both quality and quantity. The infrastructure and teaching equipment of vocational education institutions have been increasingly invested in, better meeting the training needs of workers.

Annual surveys on vocational training demand among rural workers have been closely directed by functional agencies and local authorities, ensuring timely labor market information as a basis for opening practical training courses. Vocational training has been aligned with local strengths, production planning, socio-economic development, and new rural construction. The previous situation of training driven by quantity and quotas has been effectively addressed. Training institutions have shifted to programs based on the requirements of enterprises and the needs of workers, linking training with career guidance, counseling, and orientation for rural workers.

In the 2024-2025 academic year (September 1, 2024 - May 31, 2025), the province enrolled 6,621 new vocational trainees, including 381 at college level, 1,156 at intermediate level, and 5,084 at elementary and short-term training of under three months. The graduation rate for formal programs exceeded 90%, while the completion rate for elementary and short-term courses reached 100%. In the first six months of 2025, colleges and district-level continuing education and vocational training centers in the province organized courses for 2,281 people, thereby contributing to meeting local labor market demand, gradually improving labor quality, and promoting initial steps in restructuring the rural economy and workforce.

Since the beginning of the year, Nậm Pồ district has organized eight elementary-level vocational training courses in 2025 focusing on construction and garment-making, which have drawn strong participation from local residents. In Nậm Nhừ Con village, Nà Hỳ commune, 35 Hmông women attended classes on traditional hand-weaving, tailoring, pattern making, and product promotion.

Participant Thào Thị Sơ shared: “In our village, most women already knew how to sew traditional clothes, so when officials came to survey our needs, everyone wanted to learn more about garment-making. After months of effort, we have all become more proficient and confident in sewing and creating different types of clothing.”

Alongside vocational training, Điện Biên has also focused on job creation for rural workers. The province has directed relevant agencies and localities to strengthen job counseling and placement, as well as labor export. At the same time, it has promoted on-site job creation models and projects; effectively implemented loan support policies for workers to create, maintain, and expand jobs; and surveyed the labor situation, employment needs, and enterprise recruitment demands to guide vocational training. Conditions have been created for businesses to expand production and diversify industries, thereby generating new jobs. According to statistics, in the 2024-2025 academic year, the employment rate of workers after vocational training exceeded 75%.

With strong involvement from Party committees and authorities at all levels, vocational training linked with job creation for rural workers in Điện Biên is gradually deepening and bringing positive results. Thanks to this, workers are achieving sustainable livelihoods and higher incomes, creating momentum for socio-economic development, new rural construction, and sustainable poverty reduction.
