Traveling back in time to the 1970s, Sín Chải, then a highland commune of the former Tủa Chùa District, was isolated, more than 40 kilometers from the district center, accessible only by footpaths. Its population was entirely of the Mông ethnic group. Life back then was extremely difficult: no electricity, no roads, no clean water, and several months of hunger each year. Literacy was rare, only a handful of people could read and write.
Sùng Khua Chinh, Secretary of the Party Cell of Lồng Sử Phình village, recalls: “Before 1989, Sín Chải was among the poorest areas. The village was perpetually shrouded in mist, with no electricity or proper roads, making daily life arduous. Traveling to the commune center along mountain trails took half a day; when someone was sick or giving birth, villagers had to carry them in hammocks to the health station. Schools were temporary bamboo shelters. People carried their agricultural produce on their backs to sell at markets in exchange for daily necessities. Without improved seeds or technical knowledge, farming was hard, yields were low, and crop failures were common.”
Over the past decades, with investment and support from the Party, the State, and local authorities, Sín Chải’s infrastructure, roads, electricity, schools, and healthcare, has gradually improved. Access to information and agricultural science has brought remarkable change to people’s lives.

Residents have actively restructured their crops and livestock, applying science and technology to improve productivity and product quality. The commune now has over 94,000 livestock and poultry, more than 6,600 ancient Shan Tuyết tea trees, 152.2 hectares of tea, and 20 hectares of coffee, forming specialized cultivation zones for industrial crops. Once plagued by hunger, Sín Chải now produces an average of 50 tons of corn, 30 tons of rice, and 2 tons of soybeans annually. The poverty rate has dropped from over 60% in 2021 to 41.4% today.
Education has also advanced significantly. The commune’s school network has expanded, with high enrollment and improved teaching quality. Sín Chải now maintains universal preschool education for 5-year-olds, literacy level 2, primary education level 3, and lower secondary education level 3. Four out of eight schools have met national standards.
With changing mindsets and new approaches to production, more exemplary households have emerged, earning from VND 50 to 100 million per year. Notable examples include: Mùa A Chinh (Sín Chải village), who distills traditional Mông Pê liquor, raises pigs, and cultivates 1 hectare of corn and 1 hectare of tea, earning over VND 100 million annually; Hạng A Chư (Hấu Chua village), who grows, cares for, and processes Shan Tuyết tea, with annual earnings exceeding VND 70 million; and Giàng A Dũng (Sín Chải village), who runs a grocery business combined with livestock farming, earning over VND 100 million per year.
According to Giàng A Páo, Secretary of the Sín Chải commune Party Committee: “Life in Sín Chải is improving every day. Infrastructure development is a top priority: 20 out of 24 villages now have concrete roads; 77% of households have electricity; 90% have access to clean water; and telecommunications networks cover 21 villages.” The commune has achieved 11 out of 19 new rural development criteria, and 2 villages have met new rural standards.
Party development has also seen strong progress. During the last term, Sín Chải admitted 141 new Party members. As of July 1, 2025, the new Sín Chải commune Party Committee was formed through the merger of three former commune committees (Sín Chải, Tả Sìn Thàng, and Lao Xả Phình), now comprising 37 subordinate branches and 631 members.
The administrative merger has opened new development opportunities for Sín Chải. In the coming term, the commune aims to reach a total grain output of over 7,000 tons, increase livestock herds by 3% annually, pave 100% of internal roads, expand 4G/5G coverage to 96% of residential areas, and provide national grid electricity to over 99% of households. Each year, it plans to train and create jobs for at least 140 workers, while reducing multidimensional poverty by 5% or more.
Though challenges remain in poverty reduction and new rural construction, with the Party’s leadership, the government’s determination, and the people’s unity, Sín Chải is poised for continued growth, brighter, stronger, and more prosperous than ever before.
